Hartlepool LEA is committed through the Community Strategy?NRS Action plan to improving the performance of pupils at Key Stages 2,3 and 4. Gaps exist between the attainment levels of pupils living in the more disadvantaged NRS area and the rest of the town, and the LEA are committed to narrowing this gap
by focussing resources, where possilbe, more directly on the NRS area.

Improving the skills and knowledge of local residents is key to turning the neighbourhood around.
The Key adult education agencies are committed to raising standards at all levels throughtout the town, but particularly in the most disadvantaged areas.
Dyke House ward has one of the highest rates of low basic skills in Hartlepool. 33% of people have low literacy skills and 38% have low numeracy skills. Agencies will therefore need to be proactive in the neighbourhood in order to achieve the basic skills targets set out in the Community Stategy/NRS Action Plan.

*Create new pre-school and/or wraparound care places. *Provide training opportunities for existing and potential childcare workers. *Extend quality assurance schemes of chidcare providers. *Rolling out the improving ability to learn objective to all schools through the Education Development Plan.
*Promtion of Early Years Education. *Activities within the Early Years and Childcare Development Partnership Strategic and Implementation Plans.

*Raising the achievement levels of a small number of potential vulnerable individuals including pupils for whom English is a second language. *Narrowing the attainment gap for boys. *Researching and developing strategies for improving the achievement of pupils who move schools. *Improving the achievement of pupils with behavioural problems.
*Improving the overall levels of attendance for targeted pupils, thereby improving individual pupil achievement. *Improving the achievement of pupils who suffer deprivation in terms of health and personal and social skills.
*Futher developing the quality of leadership and management in relation to the implementation of literacy and numeracy across the Foundation Stage and Key Stages 1 and 2. *Continuing to involve parents/carers in improving standards of achievement in Early Years and Key Stage 1 and 2 literacy and numeracy. * Improving the curriculum focussed
transition from Key Stage 2 to Key Stage 3 and improve the breath and balance of the curriculum at Key Stage 4. *Implementing the Key Stage 3 National Strategy and improving the performence of children who are under-achieving at Key stage 3. *Increasing student participation in learning and training beyond age 16. * Increasing flexibility
at Key Stage 4 in order to meet the individual aptitudes and aspirations of pupils aged 14-19.

Seek to ensure that all remaining schools are awarded the Basic Skills Quality Mark assessment. * Ensuring that schools promote standards of achievement within a relevant broad and balance curriculum; and developing integrated early years services in Hartlepool with links to EYDCP Strategy Plan:- RESPONSIBLE ORGANISATION = Hartlepool Local Eucation Authority.
*Improve the level of basic skills in the workforce and to aid progression to further learning/employment. *Work with occupational sectors to develop learning activity that meets the needs of the local labour market.* Eliminate courses with low achievement rates through improved quality of provision and support. * Work to reduce barriers to learning, such as
financial issues, low aspirations, mobility, access and childcare:- RESPONSIBLE ORGANISATION = L.S.C Tees Valley.
*Create demand for learning through Investors In People and other routes. *Increase learning provision in wards with the greatest needs. Investigate new venues for learning opportunities. *Provision of more flexible options, and intergeneration activities including arts, sports, and cultural opportunities:- RESPONSIBLE ORGANISATION = H.B.C.
*Improve access to and awareness of learning facilities elsewhere in the town:- RESPONSIBLE ORGANISATION = All. *Creation of a directory of learning opportunities and increase publicity:- RESPONSIBLE ORGANISATION = tbc.
