8.0 Community Saftey. PRIORITIES.
The Dyke House/Jackson domestic burglary rate is nearly double the town rate and significantly higher than the NRS rate. Partners have signed up to the Community Strategy/NRS Action Plan target to reduce the number of domestic burlaries and to significantly reduce the gap between the domestic burglary rate in the NRS and Hartlepool by 2008.

The key community safety providers will need to tackle the high domestic burglary rate in Dyke House/Jackson if the above targets are to be achieved. The vehicle crime rate in Dyke House/Jackson rate is much higher than the town rate. Partners are committed to reducing vehicle crime by 30% by 2005 and by a further 10% by 2012, and significantly
narrowing the gap between the NRS area and the rest of the town.
Anti-social behaviour is a major concern to residents, and the police statistics confirm the high rate of incidents in the neighbourhood - Dyke House/Jackson 81 incidents per 100 population compared to NRS 76, and Hartlepool 59.

Action to alleviate the high rates of anti-social behaviour in Dyke House/Jackson are required if the targets are to be realised.

Fear of crime is a key concern for Dyke House/Jackson residents. The proportion of residents feeling safe walking alone in their local area after dark (MRUK 2002) - Dyke House/Jackson 30%, NRS 42%, Hartlepool 44%. Community saftey agencies are committed to educing the fear of crime, particular in the NRS area. Fear of crime in the Dyke House/Jackson
rate is highest of all neighbourhoods in the NRS area and improvements are necessary if the targets are to be realised.
Drugs devastate lives and communities. The vast majority of acquistive crime is undertaken to fund drug habits, drug dealers attract unsavoury chartacters into neighbourhoods and disused needles pose a major health risk, impacting upon the freedom of young children to play. It is important that the complex drug issues are tackled on all fronts,
by reducing the number of drug dealers to the availability for rehabilitation programmes.

KEY ACTIONS.
*Offer repeat victims of burglary advice and funding to carry out appropiate target hardening measures. *Encourage Neighbourhood Watch groups. *Carry out awareness raising campaigns. *Support and encourage local residents' groups to undertake targeted campaigns in their neighbourhood. *Increase the visible uniformed presence on the streets.
*Encourage car park owners to improve car park security to achieve 'secure car park' standard. * Introduce 'Operation Magpie' into Hartlepool to reduce the number of 'end of life' vehicles being abandoned and deliberately set on fire. *Take appropiate action to resolve cases of anti-social behaviour, from enforcement to promotion of tolerance.
*Improve personal safety awareness. *Carry out publicity campaigns to familiarise residents with reporting procedures to the Police. * Increase Police drug enforcement activities:- RESPONSIBLE ORGANISATION = Cleveland Police.
