Dyke House/Jackson Neighourhood Action Plan

DRAFT FOR CONSULTION MARCH 2003. 1.0 THE BIG PICTURE. In April 2002, the Hartlepool Partnership Board approved the first Community Strategy and Neighbourhood Renewal Strategy for Hartlepool. The Strategy was prepared and approved through the Hartlepool Partnership and was also adopted by Hartlepool Borough Council.

By law all local authorities in England must prepare a Community Strategy to promote or improve the economic, social and environmental well-being of their area and contribe to the achievement of sustainable development. The Strategy provides a general vision and principles, and aims and objectives within seven themes to provide direction for all parties and services within the town, and to maximise opportunities for aligning strategies, operation and the delivery of services.

1.0 THE BIG PICTURE continued...

Hartlepool is one of the 88 local authorities that have major areas of deprivation, receives Neighbourhood Renewal Fund (NRF) money to improve conditions, and has to prepare a Neighbourhood Renewal Strategy (NRS).
The NRS area overall will be the focus for new regeneration programmes, projects and actions over the next 20 years, where the enhancement and joining up services will also be a priority. In 2001 the Hartlepool Partnership identified the Dyke House/Jackson Neighbourhood as a high priority area for NRF funding. The Hartlepool Partnership is the towns local Strategy Partnership and is made up of a wide range of public, private and community/voluntary sector representatives.

The Community Strategy is a broad umbrella statutory plan providing a framework for the NRS and the Neighbourhood Action Plan (NAP). The NRS also provides the framework for the NAP. In turn the NRS and NAP will inform the Community Strategy by illustrating how priority areas and local public sector service agreements can be mostly effectively addressed through community empowerment at a detailed, non-stratory, local level.


2.0 BACKGROUND TO THE DYKE HOUSE/JACKSON NEIGHBOURHOOD ACTION PLAN (NAP).

This is the first NAP to be developed in the town. In the next few years the intention is that all disadvantaged neighbourhoods identified in the NRS will have a NAP.

NAPs are important in encouraging local people and organisations to work together to narrow the gap between the most deprived wards and the rest of the country. The objective of the NAP is tointegrate policies at a local level to improve the way services are provided to achieve goals of lower unemployment and crime, and better health, skills, housing and physical enviroment. There is no new funding available specifically for the NAP, but it is action led with realistic and tangible targets to encourage the collaboration of service providers to reach common aims. It is anticapated that effective NAPs will be influential in the future allocation of resources as they map the strenghts and weaknesses and provide a framework for opportunities as and when they arise.
