2.0 BACKGROUND TO THE DYKE HOUSE/JACKSON NEIGHBOURHOOD ACTION PLAN (NAP). continued...
This NAP has been specifically developed, through significant local stakeholder consultation and input, to address the root causes of deprivation and establish regeneration priorities and targets to over come these.
The Dyke House/Jackson NAP is the first to be selected for development, and two Community Conferences have been held to develop a clear view on the issues requiring action in the area.

The first, in September 2001, was well
attended by residents and enabled the identification of strenghts, problems and gaps within seven clear priority themes. These are the seven themes running through the core of the Hartlepool Community Strategy and Strategy
and Neighbourhood Renewal Strategy.

(1) Jobs and the economy. (2) Lifelong learning and skills. (3) Health and care. (4) Community Safety. (5) Housing and the enviroment. (6) Culture and leisure. (7) Strenghthening communities.
The second, in January 2002, brought together service providers and service users in workshops to ascertain and discuss the key issues that each theme needs to address. Over thirty residents attended. Representatives from organisations such as the Borough Council Departments and Councillors, Cleveland Police,
Sure Start, North Tees and Hartlepool NHS Trust, Business Link Tees Valley, Cleveland Fire Brigade, Hartlepool action Team for Jobs, Dyke House school and Housing Associations attended.

The conferences were used as a forum to identify causes and problems facing residents, what activities could be introduced to strenghten the neighbourhood, and would could assist in bringing about desired changes. Views were also sought on how community involvement in the process could be continued and
developed.

2.0 BACKGROUND continued...
A survey of 428 Dyke House/Jackson households was undertaken early in 2002 to provide recent reliable information on the local conditions in the neighbourhood. Additional baseline information such as crime and educational attainment have also been considered in the development of this NAP.
This range of information compiled through consultation, surveys and published data has enabled the root causes of decline in the Dyke House/Jackson area to be identified and analysed from a local viewpoint. The consultation process facilited consensus on key issues that will be difficult
to remedy in the short term. The identified priority areas have been transfered into this document and matched with actions that residents can relate to.
