2.0 BACKGROUND continued...

They will be delivered by organisations and individuals working together to help strengthen the capacity of the local community, eliminate root causes and prevent consequential symptoms. It is critical that there is a wide commitment to the delivery of these actions if the Dyke House/Jackson NAP is to be successful.

Consideration has been given to service and facilities currently available for use by Dyke House/Jackson residents, and all service providers have received a proforma to complete, which has enabled existing resources and activities in the area to be mapped. In some cases it is simply a better awareness of aviailable services, inside and outside the wards, which would contribute a great deal towards conquering problems. In other cases existing services might extend their reach to fill gaps, and in further cases new facilities may be required.

The purpose of this plan is to help local service providers and users to ensure that gaps between existing and desired services are identified and considered by service providers, to effectively add value and improve the quality of life in the Dyke House/Jackson neighbourhood.

Conditions in Dyke House/Jackson are not independent from wider Hartlepool trends. In terms of the economy for example, continued significant relative economic growth in the South East will tend to work against convergence and the structure of Hartlepools local economy means it is relatively more prone to the adverse effects of economic downturns. Moreover, to some extent convergence is dependent upon cultural changes over long periods and even generations, and as such is extremely difficult to change inthe short and medium term. This is particularly in the case with some of the health targets.

At the start of NAP development in 2001 it was clear that there would be no additional Government regeneration funding to implement NAP.

The NAP does however provide a strategic analysis of the problems, gaps and priorities should any funding streams emerge. Furthermore impact upon the priorities are expected to be made through bending and using more efficiently and effectively existing mainstream resources on the more disadvantaged areas, continuous improvement to services by all partners often involving a series of small adjustments and smarter coordination of activity. The NRS identified that over £33 million of main programme spending (2000/01) went into the Dyke House/Jackson neighbourhood.

In addition the NAP recognises the importance of wider strategic service improvements undertaken townwide or in other neighbourhoods, and the positive impact this can have on Dyke House/Jackson residents. This applies, for examlpe, to improvements to health services and job creation opportunities on industrial estates on the southern fringes of the Borough, Wynyard Business Park and other strategic sites in the Tees Valley and on the A19 corridor.
