3.0 The Dyke House/Jackson Neighbourhood.

The Dyke House/Jackson area is a neighbourhood of almost 8,000 people living in 3,300 households just to the north of Hartlepool Town Centre. The neighbourhood includes the majority of the Dyke House Ward and part of the Jackson Ward that lies outside the New Deal for Communities (a priority regeneration area focussed around the town centre) and marina areas. This part of the Jackson Ward has received little regeneration investment in the past whilst the Dyke House area only received limited funds under the City Challenge initative in the mid-nineties.

Residents in Dyke House and Jackson wards suffer significant levels disadvantage interms of unemployment, education, health, crime and housing. The area has a low ethnic minority population (below 1%) and typical of disadvantageed areas has a population with higher rates of both under 16's and 60's than the town average. The neighbourhood has a mix of Private, Housing Association and Council houses.

3.0 The Dyke House/Jackson Neighbourhood. continued...

Dyke House is the 70th most deprived ward in England, while Jackson is ranked 228th out of 8414 wards, and respectively rank as the second and sixth most deprived wards in Hartlepool (Indices of Multiple Deprivation 2000).

4.0 Themed Areas.

The following sets out the priorities, key actions and partnerships/organisations responsible for pursuing these priorities. The seven theme areas, which have been endorsed by local resident's are as follows: (1) Jobs and the economy. (2) Lifelong learning and skills. (3) Health and care. (4) Community Safety. (5) Housing and the enviroment. (6) Culture and leisure. (7) Strenghthening communities. These theme areas mirror those theme areas of the community Strategy and the Neighbourhood Renewal Strategy Action Plan.

Highlighting the importance of the needs and views of residents each theme incorporates, at the beginning, a summary of residents' main strenghts, weaknesses and priorities plus key baseline/survey data that are reflected in body of the themes.

The summary of the residents' views and aspirations also include some specific, detailed comments on proposed local activities, which are currently not being fully addressed by service providers. Further activities will be required in these areas, in the future. continued...

The 'Key actions' details local progress made to date, including achievements arising from the work of the nine residents associations but also initiatives by partners such as Sure Start and the focussing of NRF resources in the neihbourhood. It is clear in the development on this NAP that many initiatives are planned or being undertaken.

This format gives a clear picture of the strong themes running through the NAP, back to the sister documents of the Community Strategy and Neighbourhood Renewal Strategy Action Plan.

This is a particular useful approach as work has already been undertaken with service providers on the Community Strategy and Neighbourhood Renewal Strategy Action Plan targets and activities to ensure that these are meaningful, realistic and measurable and that partners are committed to them. Consistency and commitment are therefore built into the Dyke House/Jackson Heighbourhood Action Plan, as well as a full reflection of resident's needs and views taht have already been expressed.
