6.0 Lifelong Learning and Skills. Introduction.
The key problems relating to lifelong learning and skills within the neighbourhood are similar but more marked compared to other areas in the town and nationally. Whilst there has been significant investment in education and lifelong learning and standards have increased in recent years there are still gaps in attainment levels.

RESIDENTs' KEY VIEWS. Residents at the community consultation day saw the quality of local schools, their intergration within the community, and the developing extra curricular activities as key strenghts that need to be continuously progressed. Dyke House School, Lynnfield Primary School, the Avondale Centre, the City Learning Centre and Dyke House Annexe, were all seen
as good local assets which need to be retained, developed and promoted.
Low aspirations, lack of interest and parental involvement were seen as barriers to educational achievement, whilst financial issues, low aspirations, mobility, childcare and access problems were seen as barriers to the take up of adult education opportunities.

RESIDENTs' KEY VIEWS. continued...
Securing resources to run a publicity campaign, using role models/peers, and collating a directory of local
learning opportunities weres seen as areas for possilble local action. Investigating new venues for learning opportunities, more flexible options, and intergenerational activities including arts and sports and cultural opportunities were seen as local priorities. Improving access to and awareness of facilities outside of the area were also seen as key areas for action.

KEY BASELINE/SURVEY DATA. There are lower levels of educational attainment at Key Stages 1-4 than the Hartlepool average. Although the average GCSE point score is below the Hartlepool average it is the highest of all neighbourhoods in the 9 disadvantaged wards. Also 63% of school leavers in Dyke House/Jackson stay in full time education, well above the Hartlepool
average at 58% but below the national rate of 71%.
51% of Dyke House/Jackson residents have undertaken training/education in the last 12 months, higher than the NRS average (12%) and (22%) of Dyke House/Jackson residents would like to take part in training courses to improve their prospects compared to 10% for NRS area as a whole.
RECENT PROGRESS AND NEXT STEPS. The development of ther Sure Start initiative in the neigbourhood will be a major benefit to early years education in Dyke House/Jackson. Between 2001-2004 the Hartlepool Partnership has allocated nearly £2.5 million of NRF funding to improve primary and secondary school attainment for pupils living in the most deprived neighbourhoods.
Significant investment has been made in Dyke House School over recent years and that will continue to provide a better learning environment for pupils.

RECENT PROGRESS AND NEXT STEPS. continued...
The Early Years and Childcare Development Partnership and Hartlepool Lifelong Learning Partnership are key to overseeing progress is made towards the priorities below. In order to monitor progress the lead organisation delivering each key action is noted.
PRIORITIES. A good start to education at an early age is key to continued successful progression through the school system. The Early Years and Childcare Development Partnership are committed to a target of increasing early years education participation in Hartlepool to 94% by 2012, from the current rate of 81%.
