In order to monitor the progress the lead organisation that will report back to the Economic Forum is identified in brackets against the respective key action. PRIORITIES. Hartlepool employment rate was 69.0% compared to the GB rate of 74.5% (June 2002). Partners are committed to narrowing the gap to only 3% by 2012. The employment rate in the NRS is lower than the Hartlepool rate, with the Dyke House/Jackson rate lower still.

In order to narrow the employment rate gap in Hartlepool partners will need to improve the employment rate in Dyke House/Jackson neighbourhood.

In order to narrow the youth unemployment rate gap in Hartlepool, partners will need to tackle youth unemployment in Dyke House/Jackson neighbourhood.

It is important to boost the number of business start ups and increase self-employment in the local area. The key agencies have agreed to increase the rate of business start ups by 10% by 2012.

While two thirds of business start ups over the last three years were in the NRS area, only a limited number were in Dyke House/Jackson. Key partners have also committed to rasing the proportion of new business in the NRS to 75%. Household survey indicated that in Dyke House/Jackson only 3% of persons in employment are self-employed compared to 6% in the NRS area as whole.

KEY ACTIONS. Activities required to further reduce the barriers to employment and training, such as tacking low skills, low aspirations, mobility problems and discrimination issues.

*Continue to support the development of links between business education and training in Dyke House/Jackson. *Continue provision on focussing training projects on employer needs, such as the NRF funded Targeted Training project. *Support community based economic development activities and support local people to take up employment for example by improving childcare provision, information and training. *Support Intermediate Labour Markets, Jobs Build, Employment Training and Volunteering as ways into work. *Assist innovative new business start ups in the Dyke House/Jackson neighbourhood. *Support to business in order to improve the employment offer' for the benefit of residents. * Improving the enterprize skills of the workforce through initiatives such as the NRF funded self employment training project. *Continue to support town wide economic development initiatives that create job opportunies for Dyke House/Jackson and other Hartlepool residents:- Responsible Organisation = Hartlepool Borough Council.
Ensure the opportunities provided by Welfare to work initiatives are fully taken up for the benefit of local people:- Responsible Organisation = Job Centre Plus.
