8.0 Community Saftey. KEY ACTIONS. continued...

*Identify burglary hotstops and carry out target hardening to properties. * Improve security to targeted (vulnerable) property groups. *Reduce the vulnerability of vehicles parked in Hartlepool. *Encourage landlords, particular those in the private sector, to take more responsibility fot their tentants behaviour, and implement a pilot landlord registration scheme. *Reduce anti-social behaviour thriugh working in partnership, provision of diversionary activities for young people and the use of new legislative powers such as Anti-Social Behaviour Orders. * Improve communication and data sharing between agencies. *

*Carry out an extensive clean-up of target area by removing graffiti, dog fouling, fly tipping, littering with the aim of improving residents quality of life. *Improve streetlighting, funded through Council mainstream budget and NRF. *Community Wardens provide reassurance:- RESPONSIBLE ORGANISATION = Hartlepool Borough Council.

Improve support for vitims, through Victim Support, and witnesses of crime:- RESPONSIBLE ORGANISATION = Vitim Support and Witness Service Teeside.

Increase support to help drug users overcome addiction:- RESPONSIBLE ORGANISATION = Drug Action Team.

9.0 Environment and Housing.

INTRODUCTION. The Environment, and housing and transport are all critical components that impact on residents quality of life. Poor quality housing and associated environments can be a root cause of disadvantage. The quality of the environment and its ooverall management is key on the Dyke House/Jackson residents' agenda. Transport is fundamental to the communities ability to access services and jobs.

RESIDENTS KEY VIEWS. Empty, rundown and poorly maintained properties, both domestic and non-domestic, are identified by residents as key problems. Addressing poor tenancy mamagement in the private sector is however the top priority with activities such as compiling licensing schemes, and landlord accreditation schemes having strong support. The need to learn from any postive NDC experiences was also highlighted.

The lack of pride in the area and investment in maintainance are also areas of concern. Issues relating to litter, fly tipping, dog fouling, rubbish and vandalism are also areas which residents wish to see tackled more effectively. Proposals to address such concerns included resources for enforcement and publishing successful prosecutions and a 'graffiti wall'. Transport issues including lack of parking, safe walking and cycle routes and unsatisfactory local recycling facilities were also identified. Proposals to address these concerns include speed cameras, traffic calming measures and traffic management initiatives including filter lights at Raby Road/Hart Lane junction.
