9.0 Environment and Housing.
KEY ACTIONS.
*Establish a neighbourhood consultative group for Dyke House/Jackson area. *Preparation of a housing regeneration strategy for the area, with full resident involvement. *Develop a housing strategy for the Dyke House/Jackson area to identify methods to address empty properties and to help develop a long-term sustainable
community. *Develop a voluntary Landlord Registration Scheme with the hope the changes in national registration will make this compulsory. *Seek to obtain resources from external bodies to tackle the problems of low demand housing. *The development of Neighbourhood based teams. *Tackle litter, fly tipping, dog fouling
and vandalism. *Increase enforcement and publicity of successful prosecutions. *Work with local schools to develop Safer Routes to Schools, School Travel Plans, Pedestrian Training and Cycle Training. *Local Safety schemes, such as filter traffic lights at Raby Road/Hart Lane junction (filter lane now installed,
insufficient traffic flow to warrant filter traffic lights).

*Work with residents to identify further road safety measures including traffic calming measures, including speed cameras in appropiate locations. *Increase kerbside collection scheme. *Consider the potential for a recycling bring centre in Dyke House/Jackson area. *To ensure that all social and private sector housing
meets the recognised decency stardard by 2012. *The Councils Business Plan for its own stock is to transfer the housing stock to a new RSL in order to bring in the resources needed to achieve the minimum standard for all. *Existing capital programmes will be reviewed to ensure it maximises soending on decent homes.
Programme will be adjusted accordingly. *Continue to develop investment in energy efficiency improvements through NRF funding. *To continue to support the role of the NRF funded Estate Caretaker based in Chester Road Neighbourhood Office. *The installation of metal railing fencing along the rear of Eastington Road
and the provision of alleygates. *NRF has funded security improvements to properties in the neighbourhood. *Further security measures are needed to further secure homes in the neighbourhood. Support the development of resident/neighbourhood groups through the NRF funded Tenant Participation Officer. Increase
participation in the management will lead to improved service delivery:- RESPONSIBILE ORGANISATION = Hartlepool Borough Council and RSL's.

*The Pride in Hartlepool campaign works with individuals, schools, businesses and community groups, providing incentives to take direct action to improve the local enviroment.
*Pride in Hartlepool to work with residents to identify potential opportunities for more recycling opportunities.
