10.0 Culture and Leisure.

INTRODUCTION. Culture and Leisure oppuntunities are now seen as key elements to assit in the regenerating communities, including increasing particapation, extending diversionary activities, promoting education oppunties and developing community confidence.

RESIDENTS' KEY VIEWS. Chidren and young peolpe 'hanging around' on the streets and fear ogf letting chidren out at night are seen as major issues. The lack of good quality, affordable and accessible leisure and cultural opportunities, particular for children and young people, are key areas of concern. Local priorities identified by residents include making better use of school buildings for sports/leisure activities, developing safe outdoor play, providing safe, informal meeting places and providing outreach activities. Young People's Sports Leadership Award in schools, and Mystery Club Schemes were seen as activities which could be built upon. Grayfields is seen as a potential, local recreational asset, in need of significant investment.

KEY BASELINE/SURVEY DATA. Satisfaction with children's play areas is particulary low in Dyke House/Jackson (14%), compared to Hartlepool as a whole (43%). Similary satisfaction with public parks/open spaces is also substantially lower in Dyke house/Jackson (14%) compared to Hartlepool (69%).

RECENT PROGRESS AND NEXT STEPS. The Borough Council is currently preparing a Cultural Strategy for the town, which will provide a useful framework for progressing local activities and events. The Culture and Leisure Partnership is key to overseeing progress is being made towards the priorities listed.

PRIORITIES. *Improve access to town-wide facilities such as Mill House and Eldon Grove Sports Centre, museums/art galleries, etc. *Continue to develop local activities and opportunities. *The lack of a locals childrens play area is a key priority. The proportion of residents satisfied with childrens play areas in Dyke House/Jackson is three times lower than the Hartlepool rate (43%).

*A key target is increasing Hartlepool resident satisfaction with children's play areas to 50% by 2012. *Satisfaction with Public Parks/Open Spaces - Dyke House/Jackson satisfaction 55%, NRS 67%, Hartlepool 69%. Satisfaction is lower than all other NRS neighbourhoods. *A key target is increasing satisfaction with parks/open spaces to 75% by 2012.

KEY ACTIONS. *Increase marketing, promotion and events. *Liase with local schools and other local community groups to promote town-wide cultural assets. *Revamping of pricing strategy to include concessionary pricing and the introduction of Leisure Card scheme. *Improvements to Grayfields. *Provision of interactive local events and activities. *Work within schools to improve community use and provision of outreach activities. *Consider the feasibility of children's play facilities in strategis locations and ensure that all play provision is of an adequate standard and is satisfactorily maintained. *Provision of attractive and well maintained parks and open spaces. * Work with partners to provide for the use by the local community and opportunities to develop the town as a visitor destination. *Provide opportunities for people to enjoy the countryside through the development of accessible, waymarked, legally defined and well publicised Rights of Way Network. *An outside play area will be provided at the Chatham road centre.
