"The big story here is that two towns have rejected it outright and the third, which due to the quirks of geography is the most remote from the mall and was believed to be most susceptible to the arguments about money the mall "will" throw off, expressed support by the thinnest of margins. Or put more simply, two towns have rejected it and the third has deep doubts. The time has come to develop and embrace a vision for the base that can and will enjoy true support from the people of the towns, step one for getting to that place is pushing Mills off the table."
