and views out the windows appear to be oriented away from the proposed project site. The
Snohomish River valley floor is partially visible in the middleground. In the background, the
Snohomish Valley (with houses) and the Cascade Mountains are visible against the skyline.

There is less mature vegetation obscuring views at this end of Kenwanda Drive.
The panoramic view of the valley and the mountains is memorable and gives Viewpoint 12 a
high vividness level. The view is free from visual encroachment and has a high intactness level.
The built elements in the foreground create a coherent visual pattern and a high level of unity.
The existing visual quality seen from Viewpoint 12 is in the high range with a rating of 5.0.

Viewpoint 13
Viewpoint 13 looks northeast from the Kenwanda neighborhood, at the corner of Kenwanda
Drive and 106th Street, and is superior to the proposed project site (Figure A.13). Homes,
landscaping, and the driveway are visible in the foreground. At this location, in the south end of
Kenwanda, the proposed project site is visible in the middleground. Due to the topography, the
homes here are oriented to the southeast, and views out the windows appear to be oriented away
from the proposed project site. The Snohomish River Valley, with agricultural fields and
farmhouses, is partially visible in the middleground. In the background, the foothills to the east
of the City of Snohomish and the Cascade Mountains are visible against the skyline. The
important role played by landscaping in directing views within the Kenwanda neighborhood can
clearly be seen in this photo.

The mountains in the background are memorable and give this view high level of vividness. The
view is free from visual encroachment and has a high intactness level. The trees and homes in
the foreground are the dominant elements and create the visual pattern and a high level of unity
in this view. The existing visual quality seen from Viewpoint 13 is medium with a rating of 4.5.

Viewpoint 14
Looking northeast from the Kenwanda neighborhood, at 13527 Kenwanda Drive, Viewpoint 14
is superior to the proposed project site (Figure A.14). Residential landscaping and a house roof
are visible in the foreground of this view. In this area of Kenwanda, the topography of Fiddler�s
Bluff is such that houses are oriented more or less due east towards the proposed project site.
Internal views from house windows may frame the proposed site in the middleground in this
location. The agricultural fields in the Snohomish River Valley, with Lord Hill beyond, are
visible in the middleground from Viewpoint 14. In the background, the Cascade Mountains are
visible against the skyline. Again, the importance of vegetation in framing and obscuring views
is apparent in this photo.

Views of the Snohomish Valley and Cascade Mountains are memorable and give Viewpoint 14 a
high level of vividness. The view is free from visual encroachment and has a high level of
intactness. A compositional harmony is created by the repeated natural elements in this view:
the landscaping in the foreground, the fields in the middleground, and Lord Hill and the
mountains in the background. As a result, Viewpoint 14 has a high level of unity. The existing
visual quality seen from Viewpoint 14 is high with a rating of 5.5.
