| Draft Environmental Impact Statement Shorts School Road Am Antenna Structures 75 The potential for viewing the antennas from multiple viewpoints in a continuous time sequence is therefore not expected to result in cumulative impacts. No cumulative effects are noted with regards to lighting due to this project. Only the single tall antenna that is a part of both alternatives is required to be lit. However, the FAA has issued a No Hazard Determination for one of the two communication towers on Devil�s Butte requiring that red hazard lights be placed on it, although to date that has not happened. With either alternative, nighttime red lights will be visible from the proposed 349 foot antenna as well as the tower on Devil�s Butte. 4.2 Land Use and Shorelines The proposed action would not result in significant direct or indirect land use or shorelines impacts. The proposed action would remove 4,500 square feet of agricultural land from production, and be constructed within the FEMA 100-year flood plain. Other direct impacts would be temporary construction related impacts, such the operation of heavy machinery, preparation of the site for construction, construction traffic, and noise. These direct impacts can be mitigated. The proposed action would not increase or add traffic to local roadways. Indirect impacts are caused by the action but may occur later in time or are farther removed in distance, but still reasonably foreseeable. Indirect effects may include growth inducing effects and other effects related to induced changes in the pattern of land use, population density, or growth rate. The proposed action would not significantly change land use patterns. The site would only remove 4,500 square feet of agricultural land from production, but allows the rest of the site to continue to be cultivated. Furthermore, the proposed action would not increase existing population density for the area, nor would it increase traffic congestion. The site and surrounding area has historically been used as rural agricultural land, and the proposed action would not significantly change land use or shorelines patterns. It is conceivable that sometime in the future the surrounding land could shift from rural agricultural uses to rural residential. However, the area currently does not have the infrastructure to support residential development of that nature, nor is it currently zoned for such development. Based on insignificant land use changes associated with the proposed action, and it�s compatibility with the goals, policies, regulations and Shoreline Master Program, the project does not have the potential for cumulative impacts on land use or shorelines. |
