when the deciduous trees are in leaf. Though not evident in this photograph, the Cascade
Mountains are also visible in the distance from Viewpoint 6 during clear days.

Views of the open landscape and, on clear days, of the Cascade Mountains are striking and create a high level of vividness. The predominantly natural elements in this view are free from visual encroachment and create a high level of intactness. Strong linear elements such as the horizontal plane of the field in the foreground and the vertical stand of trees in the middleground create a coherent, harmonious visual pattern and high level of unity in this view. The existing visual quality seen from Viewpoint 6 is high with a rating of 6.6.

Viewpoint 7
Looking northeast from the main east-west trail in Bob Heirman Park, Viewpoint 7 is slightly
inferior to the proposed project site (Figure A.7). Since this photograph was taken, the
Snohomish County Parks Department has begun a program of habitat restoration at the park.
Large masses of woody vegetation, including both native deciduous and evergreen trees, have
been planted adjacent to the north side of the path, directly in the foreground of Viewpoint 7.
Within a few years these trees are expected to grow to obscure any potential views of the
proposed alternatives from Viewpoint 7. A stand of trees have been planted in the foreground
since the photo simulations were completed for this viewpoint. A field with mixed trees is now
the dominant element in the foreground. The deciduous trees that line the Snohomish River are
partially visible in the middleground. In the background, the Snohomish foothills (with houses)
are partially visible through the trees in the in the foreground and middleground.
Views of the natural landscape are striking and create a high level of vividness. The
predominantly natural elements in this view are free from visual encroachment and create a high
level of intactness. Strong vertical elements such as the trees in the foreground and
middleground create a coherent, harmonious visual pattern and high level of unity in this view.
The existing visual quality seen from Viewpoint 7 is high with a rating of 6.3.

Viewpoint 8
Looking northeast from the Shadow Lake Trail in Bob Heirman Park, Viewpoint 8 is slightly
inferior to the proposed project site (Figure A.8). Shadow Lake is visible in the foreground.
Deciduous trees and shrubs lining the Snohomish River bank are visible in the middleground.
The Snohomish foothills, with houses, and the Cascade Mountains are visible in the background
against the skyline.

Shadow Lake and the Cascade Mountains are dominant and memorable elements in this view.
As a result, Viewpoint 8 has a high level of vividness. The view is free from visual
encroachment and has a high level of intactness. The combination of natural elements like the
lake, trees, and mountains create a harmonious visual pattern and a high level of unity. The
existing visual quality seen from Viewpoint 8 is high with a rating of 6.9.


Viewpoint 9
Viewpoint 9 looks north from a Snohomish River gravel bar to the east of Viewpoint 8 (Figure
A.9). The view is slightly inferior to the proposed project site. The Snohomish River and river
bank lined with deciduous trees are visible in the foreground. The dike and deciduous trees that
