Integrated Home Study for Children and Youth
Number of Intended Project Beneficiaries: 500 children and youth
Duration of Project: Five (5) years
General Objective: Bring up to at least 30% the number of high school graduates in 5 rural barangays in Ormoc City.
Specific Objectives:
a. Five hundred (500) rural barangay children & youth in Ormoc City able to graduate from high school;
b.Five hundred rural barangay children & youth in Ormoc City provided with children's workshops on Family Planning/Reproductive Health and Comprehensive Health; and
c. Five hundred rural barangay children and youth in Ormoc City provided with basic daily necessities for them to be able to go to school free from psychological hassles.
7. Project Description:
This is probably restating the obvious. The residents in the three barangays of Lake Danao, Cabingtan and Milagro are so poor that they can't afford to send their children to secondary schooling. According to figures from the City Planning Office, there were 320 children enrolled in the elementary from Lake Danao in 2003. In Brgy. Kabengtan, 314 were in the elementary grades, while in Milagro, the figure was slightly higher at 336.
The figures also say that there were no longer any high school or college students for that year coming from the three barangays, indicating a hundred percent dropout rate. This is an alarming situation not only for education in these parts but for the local economy as well.
Workers with low educational attainment usually get the menial jobs which pay at most P100 a day, while those able to finish high school get bigger paying jobs. They can become waiters, factory workers, bartenders, checkers and time-keepers and even office clerks. These jobs pay bigger salaries and therefore derive more income for rural families therefore more buying capacities.
This project therefore sets its sights for elementary and high school dropouts in the said barangays to be able to continue formal schooling through a program designed by the late Education Secretary Raul Roco.
The DepEd has decided to continue the program even without funds, using whatever limited resources at their disposal. It has currently assigned a teacher who goes around to provide lessons and give exams to dropouts. Pagtinabangay Foundation has started this year to enroll at most only 7 of these kids in only one barangay.
That is why PFI is seeking funds to start this project to benefit not only home study enrollees but also in-school kids in 5 barangays of Ormoc with plans to expand to more barangays in the future.
8. Implementation Plan
The project will hire Education Graduates to facilitate the home studies of the enrolled kids in the DepEd's non-formal education home study program. These tutors will facilitate all the needs of all enrollees from DepEd requirements to the daily basic needs of the children & youth (children up to 17 years old & youth 18-35 years old).
One tutor is assigned to one barangay and will be required to live in the barangay of her/his assignment, therefore for the whole project we will need to hire 5 tutors.
The project will buy in bulk necessary supplies for the enrollees. No cash will be given to the enrollees - from transportation to snacks and medicine/vitamins - all will be in kind.
When the enrollees reach the fourth year in High School, trainings on entrepreneurship will be facilitated by the project. The project will also assist the graduates to be able to enroll in College or in Non-Degree courses. Trainings on Reproductive Health and Gender and Comprehensive Health topics will also be facilitated. For this initial proposal, project life is set at five years.
9. Projected Results and Impact:
1. Increased number of high school graduates in each of the 28 project barangays;
2. Barangay-based entrepreneurs created; and
3. Barangay population regulated
