Urban Poor housing Project
In 1996, Lihuk Pilipina, a nongovernment organization based in Cebu City, visited us and proposed to undertake an urban poor housing project in Ormoc. Lihuk has extensive experience in this together with Pagtambayayong Foundation, a sister organization. The housing project was supported by Misereor of Germany. Lihuk was looking for a local partner to implement the project.
Since Ormoc has a good number of urban homeless - middle class as well as urban poor - we thought it was a good project to start with in Ormoc. There were already several urban poor associations here at that time but none had successfully implemented a housing project.
The project was to coordinate with the National Housing Mortgage and Finance Corporation, a government agency. The support from Misereor was for community organizers and project administration.
We were able to organize the United Village Homeowners Association Inc. (UVHAI) and have it registered with NHMFC. Officers of the association at once worked on the tedious conversion of an agricultural property sold by Roberto Serafica, which took some three years before it was finally approved by the Department of Agrarian Reform.
Payment of the lot by the NHMFC followed after its conversion from agricultural to residential. Now there are more than 200 lot occupants who have slowly built their homes on their own.
