CHAPTER 6- RATINGS

6.01 Only games actually played over the board in events designated or approved by the Council for rating purposes shall be rated. Games decided by default will not be rated and should therefore be clearly indicated on the table submitted for rating as default results. Games started and decided by time forfeit shall be rated, as well as adjourned games not resumed by either or both players.

6.02 Events played under a time control with clocks will not be rated unless the players are allowed at least one hour to complete the game. The Council shall however allow separate rating files and records to be maintained for games played at a rate of play faster than one hour per game provided these ratings shall not be used for selection purposes for international events played at the normal time control.

6.03 All games to be rated shall be submitted to the Rating Committee of the Council on the results form (Prescribed Form No. 5) immediately on completion of the event or as soon as possible thereafter, and unless the games are played in an event organized by the JCF, shall be accompanied by the appropriate Rating Fee and signed game scores and arbiter's report as evidence of the results.

6.04 The formulae and computer programs used for the calculation of the Ratings shall be based on the Elo System of Rating as adapted from the book, The Rating of Chess Players Past and Present and shall be the ones in use at the date of the adoption of these Bye?laws, Rules and Regulations by the Council.

6.05 For rating purposes the Jamaica Chess Federation shall recognize and use JCF ratings in preference to the ratings of any other rating body except in the following instances:

a) Where the player's JCF rating is provisional and he or she has a current published rating based on seventeen games or more from any Federation or rating body using the Elo Rating System.

b) Where the player, although having an established JCF rating, is based overseas and has a more current published rating based on seventeen games or more from the overseas body rating his or her games using the Elo Rating System.

6.06 In the case of a game or number of games played against an unrated foreign player by a JCF member representing Jamaica whose games played in the event are to be rated by the JCF, the foreign player shall be assigned the following as established ratings:-

a) In the case of events restricted to female players without age restriction 2000

b) In case of events for either sex with age ranges:-
Over 16 but under 20 2100
Over 12 but under 16 2000
Under 12 1800

c) In events with no age or gender restriction 2200

6.07 In the case of events played overseas which are not tournaments in which JCF members are participating as official representatives of Jamaica the following rules shall apply:-

(a) Only tournaments for which all necessary and verifiable data are submitted will be rated.

(b) Subject to paragraph 6.05 above and in the absence of any indication to the contrary all foreign ratings calculated using the Elo system or any adaptation thereof or any ratings which are convertible to Elo Ratings shall be used in the calculation of the ratings of players rated under the JCF Rating System.

(c) Where they are used F.I.D.E. Ratings, USCF Ratings Foreign Elo Ratings or any other ratings converted to Elo Ratings shall be treated as established Jamaican ratings based on a minimum of 17 games.

CHAPTER 6 RATING

6.08 For the purpose of calculating the provisional ratings of any two unrated players who play against each in a tournament the assumed rating of 1600 shall be used in the calculation, except where the tournament being rated is restricted by age to players under 12 years old, in which case an assumed rating of 1200 shall be used.

6.09 Notwithstanding any of these regulations, the Jamaica Chess Federation retains the right to reject or accept for good cause, any event submitted for rating.

6.10 The Council shall cause to be published at least at quarterly intervals the ratings of all players who have competed in rated tournaments for the previous twelve-month period. The Council shall also publish at regular intervals such other information derived from the rating system as may be of interest to the Council, the Selection Committee and the members of the JCF
