State and Local E-Government

King County Government

Overview:

The function of county government is to act as a local government entity and also as an agent of the state.   When acting as a local government, the county provides law enforcement, road construction, parks and recreation, etc.  When acting as the agent of the state, the county performs functions such as health, welfare and criminal justice programs.  Nearly all of Washingtons counties have web pages; however, most are static and offer little in the way of citizen interactivity.   King County has established an online presence that is fairly interactive and informational.

Discussion:

King County governments presence on the web can be found at MetroKC.gov.  The most prominent feature of King Countys site is Today in King County, which presents local news and topics of interest.   The top 10 requested online services are also present.  Among these online serves are: Rideshare , an online ride match service for commuters; a Transit Trip Planner, Public Records; Restaurant Inspection, King County Assessor; IMEX   Industrial materials exchange; King County Court Payments online (Official Payments Corp); and Sex Offenders  Information and search.

Analysis:

Overall, King Countys website is fairly user friendly and somewhat interactive. The restaurant inspection link is easy to use, as is the Transit Trip Planner which prepares a bus schedule and directions from ones current location to ones destination.  The Public Records search lists all available records for the past 20 years, such as property deeds, marriage certificates, judgments, liens, etc. Most documents within the last 10 years are scanned and available for online viewing.

Recommendations:

The recommendation for King County is to enable greater interactivity, eliminate submission of hard copy forms, and simplify the home pages to be easier to use.
