E-Government Strategy

G2B: Government to Business

Overview: 

The G2B initiative strives to decrease requirements on business, and to provide a single point of access using the XML format. 

Discussion:

G2B includes initiatives such as E-Rulemaking, Expanding Electronic Tax Products For Businesses, Federal Asset Sales, International Trade Process Streamlining, Business Compliance One-Stop, and Consolidated Health Informatics.  A series of portals have been created that can be reached from the FirstGov web site.

Analysis: 

Reduction of the tax-reporting burden is just one of the advantages of G2B initiatives.  The Health Informatics initiative is in the process of establishing a common terminology that will allow the sharing of information between Federal agencies with health-related functions. Forecast benefits include better disaster preparedness, decreased patient safety related errors, and decreased cost.  

An August 14, 2003 article in Federal Computer Week discusses the release of a draft for Emergency Management XML by a consortium of 60 organizations. The goal is a common protocol format to be used by emergency responders to deliver the information about an emergency incident only once, with all agencies then being able to read and react to the information.  The advantage will be enhanced communication and correct response of multiple agencies to a large event.

The International Trade Process Streamlining initiative is an on-going process.  The goal is to reduce what is seen as a critical barrier for small and medium businesses in attaining the documentation required to do business in foreign countries. This market is forecast to provide strong job growth in the future.

Recommendation:     

Maintaining forward motion and achieving milestones is critical to maintain momentum in these large projects. For example, with International Trade, continuing to develop websites and focus on streamlining documents is crucial.  Other examples are the �One stop-One form� project and also the streamlining of NAFTA documents.
