E-Government Strategy

Challenges and Measures of Success

Overview:

The document titled Implementing the President's Management Agenda for E-Government summarizes the implementation of E-Gov through April 2003.

Discussion:

This document provides both high level and detailed discussion of the successes and the status of on-going improvements.  A few highlights of E-Gov success are:

  • Yahoo names the Firstgov.gov web site one of the 50 most useful web sites.
  • Free File allows taxpayers to submit their taxes for free.  Used by over 2.4 million filers by 5/9/03.
  • GovBenefits.gov is listed as a hot site by USA Today.  It provides a single access point to over 400 programs.  The site received over 4 million hits since the spring of 2002.
  • GoLearn.gov allows training for pennies per course.  Over 60 million hits since 6/23/2002.

Management must not forget that challenges to E-Gov success still exist.  From page 15, these issues are listed as problem areas:

    • Leadership Support:  How leaders work together and across agencies.
    • Parochialism:  Reduction of agency centric thinking.
    • Funding:  More dollar resources and staff.
    • Communication:  Better communication between Office of Management and Budbet, Capital Hill, and lead agencies.
    • Final migration of agency unique solutions to new cross-agency solutions

Analysis:

The E-Gov initiative has made strong progress in a short time. Focused management and adequate resources will help to reach the Presidents goals.

Recommendation:

Continued monitoring of successes and milestones will highlight trouble spots.
