Examine the map. The infantry
unit in the east is planing to move to the left
flank and intends doing so in row 19 (see solid
arrow). If one of the front-line infantry units
is either skirmishing or is forced to retreat
one square in the face of enemy fire or attack,
it will block the path of the infantry unit,
force it to halt and incur fatigue for running
into a friendly unit.
Since infantry units have 10
tactical moves per turn, it would have been
better to pass the infantry unit to the left
flank in row 20, avoiding any retreating units (see
dotted arrow).
