11.0 Strengthening Communities.

*Develop and implement a consultation and publicity strategy and improve the co-ordination of consultation and community involvement in all activities and services, the sharing of imformation and feedback. *Continue to support the Voluntary and Community sector and its development, including existing and potential residents associations. *Continue to support the Residents Participation Officer currently funded through NRF. *Develop an effective programme of community involvement in the activity of the Hartlepool Partnership through the Commmunity Empowerment Fund and the Community Chest Fund. *Build upon the current structure of three Neighbourhood Consultative Forums, the neighbourhood management pilot in Central Estate, the New Deal for Communities and Single Regeneration Budget Partnership. *Develop and support Chatham Road local community resource centre and explore the feasibility of a larger central, intergeneration local centre.

*Increase the number and quality of opportunities for volunteering, community involvement and jobs opportunities for local people. *This is a main cross cutting indicator, the success of which will depend upon activities within all seven Community Strategy themes.

12.0 What Happens Next?

A strong commitment to the implementation and delivery of the Dyke House/Jackson Neighbourhood Action Plan is critical. Success will depend upon the effectiveness of joint working with the community and between service providers. Widespread community involvement has already positively encouraged the development of NAP and abroad range of organisations and groups have confirmed their commitment to the delivery of actions. The next step in the process is to undertake formal consultation over the next six to eight week period, building on work previously carried out with residents, service providers and other stakeholders.

The objectives of this are to refine the plan to ensure it fully reflects residents' views and aspirations, to update on progress on actions and to reaffirm key partners committed to mthe proposals. In addition further consultation is needed to establish a neighbourhood partnership that would oversee the delivery of the plan at the local level.

13.0 Implementation.

The themed partnerships, such as the Economic Forum, the Community Safety Partnership and the Lifelong Learning Partnership are key to ensuring taht the actions detailed under each of the seven themes are undertaken to meet the identified priorities.

AS indicated previously a neighbourhood partnership is proposed to implement the plan at the local level. A Consultative Group including Council Officers, Sure Start, Police, housing associations and voluntary sector representatives has held an initial meeting to consider housing related issues. At this stage it is suggested that any neighbourhood partnership model could build on this embryonic group as a broad based mult-disciplinary partnership comprising residents, public, private and voluntary sector reprsentatives. A meeting has also been held with CAT (an umbrella group which brings together the 9 residents associations covering the Dyke House?Jackson area) to seek residents' initial views on potential neighbourhood management arrangements. Any arrangements for implementing the plan will need to be endorsed by the Hartlepool Partnership. The Partnership Board will also receive reports detailing proposals for implementing the Neighbourhood Action Pain. This imformation will also be fed back to residents and service providers.
