President Chu was instrumental in the formation of the United Planets and supported RJ Brande with the idea of creating the Legion of Super-Heroes, but took control of the Legion. She continued to manipulate the Legion and the UP by creating the false threat of the Sun-Eater, forming the Fatal Five and trying to re-ignite the Titan/Braal war, which she also had a hand in causing the initial war. After Brainiac 5 created a time travel device, she determined that the Legion was too deadly to allow to function and decided to have them killed, but the combined efforts of Cosmic Boy, Aven and the Legion Espionage Squad led to her exposure, imprisonment and replacement as president by Brande.

Grimbor the Chainsman is a sadistic animal trainer and trapper who has created a number of very complex mechanisms to trap and cage various creatures. He was hired by the White Triangle to create a disturbance at the Metropolis Zoo by freeing the caged animals during the un-veiling of the Legion of Super-Heroes in the hopes of convincing everyone that different species cannot co-exist in peace and the United Planets was doomed to failure. The plan backfired as Cosmic Boy, Saturn Girl and Live Wire were able to work together to apprehend Grimbor and use his own traps to recapture the freed animals.
