VICTORY ROAD
Go back to New Bark Town and then Surf east and talk to the first person you
meet. He will tell you that you have taken your first steps into Kanto.
Next enter the Tohjo Falls. Go up the Waterfall and then go down the other
side to get out of the cave.
After you've exited the cave, you'll find a house with an old lady inside. She
will give you TM37 Sandstorm, a technique to be used by experienced pokemon
trainers. Continue east and then north
Now enter the Pokemon League Reception Gate. Show the guy your badges and you can pass through.
Go straight ahead to enter
the final part of Victory Road.
Just before you leave you encounter your Rival

Now head out of the cave and you will eventually arrive at Indigo Plateau.
