Brief Summaries of UN Resolutions - Security Council, 2000-2009

Resolution 1288 (31 January 2000) --  Responding to Government of Lebanon, decides to extend mandate of United Nations Interim Force in Lebanon for another six months, and reiterates support for the territorial integrity, sovereignty and political independence of Lebanon.

Resolution 1296 (19 April 2000) --  Expressing deep regret that civilians and refugees are increasingly the targets of armed conflict, reaffirms taking steps to create a comprehensive including preventative approach to protecting civilians and refugees from armed conflict, including groups with special needs such as women and children, and including such issues as HIV/AIDS prevention and child soldiers, controlling spread of small weapons, in cooperation with humanitarian organizations, and amongst UN agencies and working groups.

Resolution 1300 (31 May 2000) --  Calls on the parties to implement immediately UN Security Council Resolution 338 (1973), and to renew mandate of United Nations Disengagement Observer Force for another six months.  Also welcomes UN efforts to sensitize peacekeeping forces to issues of preventing HIV/AIDS.

Resolution 1308 (17 July 2000) --  Deeply concerned about worldwide HIV/AIDS pandemic, which exasperates violence and armed conflicts and endangers humanitarian workers.  Recalling many meetings on this problem, and need for coordination of all agencies to intensify efforts, including educational, vaccine research, testing and counseling and prevention programs, including those deployed through peacekeeping programs, and customized to local needs and culture.

Resolution 1310 (27 July 2000) --  Responding to Lebanon government, decides to extend mandate of UN Interim Force for another 6 months, and reiterates support for the territorial integrity, sovereignty and political independence of Lebanon, and welcomes that Israel has reversed all violations of the Blue Line of withdrawal, and return of Lebanon government to its territorial authority.

Resolution 1322 (7 October 2000) --  Deplores provocation of Sept. 28 at Al-Haram Al-Sharif when Ariel Sharon entered sacred space with large group of mercenaries, and calls upon Israel to scrupulously obey Geneva Conventions (1949), and for all parties to take steps to return to peace process.

Resolution 1328 (27 November 2000) --  Reaffirming UN Security Council Resolution 1308 (2000), calls on the parties to implement immediately UN Security Council Resolution 338 (1973), and to renew mandate of United Nations Disengagement Observer Force for another six months.

Resolution 1337 (30 January 2001) --  Reaffirming its UN Security Council Resolution 1308 (2000) and that Israel had withdrawn as per UN Security Council Resolution 425 (1978), but responding to the request of the Lebanon rep., decides to extend mandate of UN Interim Force another 6 months, returning its personnel to recommended operational levels, while supporting the government of Lebanon returning to full authority over the land, but condemns the continuing violence.

Resolution 1351 (30 May 2001) --  Calls upon the parties to implement immediately UN Security Council Resolution 338 (1973), and decides to renew mandate of United Nations Disengagement Observer Force for another six months.

Resolution 1365 (31 July 2001) --  Recalling that Israel had withdrawn its forces as per required, and UN Interim Force had fulfilled 2 of 3 parts of its mandate, and keeping in mind the principles of UN Security Council Resolution 1308 (2000) and other humanitarian law, the Security Council decides to renew mandate of UNIFIL, urges it to cooperate with the United Nations Truce Supervision Organization, and to pursue its reconfiguring, and calls upon government of Lebanon to return to its position of authority over its land, while still struggling to handle continued violations of withdrawal line.

Resolution 1379 (20 November 2001) --  Recognizing the terrible impact of armed conflict on children, Security Council expresses determination to give special attention to special needs of children in peacekeeping operations, to ask parties in conflict to make special arrangements for children and other groups with special needs and in peace agreements as well, and not to hinder work of humanitarian workers, and obey relevant international law, while attempting to control the criminal activities and use of child soldiers and spread of small weapons that facilitates terrorism and armed conflict, and to discourage corporate support for aggressors and participation in illicit trade supporting terrorism, and educate peacekeepers on helping prevent HIV/AIDS, and develop reintegration and rehab programs, and support regional program efforts to do the same.

Resolution 1381 (27 November 2001) --  Reaffirming UN Security Council Resolution 1308 (2000), calls on the parties to implement immediately UN Security Council Resolution 338 (1973), and decides to renew mandate of United Nations Disengagement Observer Force for another six months.

Resolution 1391 (28 January 2002) --  Recalling Israel's withdrawal, UN Security Council Resolution 1308 (2000), and humanitarian law, and in response to Lebanon government request, extends mandate of UN Interim Force (UNIFIL) 6 months, continues reconfiguration of UNIFIL, and supports Lebanon government continuing effort to regain authority over its lands, condemns continuing violence, and welcomes UNIFIL efforts to de-mine and cooperate with the United Nations Truce Supervision Organization.

Resolution 1397 (12 March 2002) --  Affirming the 2-State Solution, and gravely concerned about violence of Sept., 2000, and stressing the need for assuring the safety of civilians and respecting humanitarian law, and welcomes the efforts of the International Quartet and Saudi Crown Prince Abdullah, demands end to the violence, and cooperation with Tenet Security plan, Mitchell Committee recommendations.

Resolution 1402 (30 March 2002) --  Expressing grave concern over suicide bombings against Israel and attacks against Arafat’s Presidential headquarters in Ramallah, calls upon both parties to move toward ceasefire, Israeli withdrawal from Ramallah, and for both parties to cooperate with Special Envoy Zinni, to implement Tenet Security Work Plan, of the Mitchell Committee, and support for the peace efforts of the International Quartet.

Resolution 1403 (4 April 2002) --  Reaffirming UN Security Council Resolution  1397(2002), and concerned about the deteriorating conditions in Palestine, calls for the immediate implementation of UN Security Council Resolution  1402 (2002), and welcomes the mission of the International Quartet toward bringing about peace.

Resolution 1405 (19 April 2002) --  Concerned about the humanitarian crisis in Jenin, and calling for the Israeli restrictions on humanitarian access to Jenin, stressing for all to follow the norms of international law, welcomes to efforts of the Secretary-General to find accurate info on what is happening in Jenin.

Resolution 1415 (30 May 2002) --  Calls on the parties to implement immediately UN Security Council Resolution 338 (1973), and decides to renew mandate of United Nations Disengagement Observer Force another seven months.

Resolution 1428 (30 July 2002) --  Recalling that Israel had withdrawn, and responding to the request of the Lebanon government, the Security Council renews mandate of UN Interim Force (UNIFIL) 6 more months, while still reconfiguring it for the new situation, while condemning the continuing violence, calls on Lebanon government to retake control of its area, commands all involved to cooperate with UNIFIL, commends UNIFIL for its efforts to de-mine the land, and urges it to cooperate with the United Nations Truce Supervision Organization.

Resolution 1435 (24 September 2002) --  Condemns the terrorist attacks on both sides, the reoccupation of the President's offices in Ramallah and many cities, and Israeli military restricting movement leading to state of humanitarian crisis for the Palestinians, repeats demand to end all violence and respect all humanitarian law including Geneva Conventions (1949), and thus that Israel should withdraw from Ramallah and cease destruction of urban infrastructure, while also demanding that the Palestinian authority fulfills its commitments to halt the terrorist attacks, and gives full support to peace efforts of the International Quartet and recognition of the initiative of the Arab League.

Resolution 1451 (17 December 2002) --  Calls on the parties to implement immediately UN Security Council Resolution 338 (1973), and decides to renew mandate of United Nations Disengagement Observer Force for another six months.

Resolution 1461 (30 January 2003) --  Recalling Israeli withdrawal, and that the UN Interim Force (UNIFIL) has fulfilled 2/3 of its mission, and UN Security Council Resolution 1308 (2000), and responding to the request of the Lebanon government, decides to renew mandate of UNIFIL 6 months and supports Lebanese government return to full authority.  Calls on both parties to assure UNIFIL full freedom of movement, and respect the withdrawal line.  Condemns ongoing violence, but welcomes the de-mining efforts of UNIFIL, and cooperation with the United Nations Truce Supervision Organization.

Resolution 1488 (26 June 2003) --  Calls on the parties to implement immediately UN Security Council Resolution 338 (1973), and decides to renew mandate of United Nations Disengagement Observer Force for another six months.

Resolution 1496 (31 July 2003)  --  Recalling that Israel has withdrawn, and that UN Interim Force (UNIFIL) has completed 2/3 of its mission, and UN Security Council Resolution 1308 (2000), and responding to request from Lebanon government, extends mandate of UNIFIL 6 months, supports Lebanese government return to full authority, calls on all parties to allow UNIFIL full movement, and to respect the withdrawal line, and condemns continuing violence, and welcomes UNIFIL de-mining efforts and cooperation with the United Nations Truce Supervision Organization.

Resolution 1515 (19 November 2003) --  Concerned about continuing violence, and repeating its demand for a cease-fire, and reaffirming 2-State Solution, endorses the Roadmap, and recognizes the Israeli-Syrian Peace Track and Israeli-Lebanese Peace Track.

Resolution 1520 (22 December 2003) --  Calls on the parties to implement immediately UN Security Council Resolution 338 (1973), and decides to renew mandate of United Nations Disengagement Observer Force for another six months.

Resolution 1539 (22 April 2004)  --  Reaffirming UN Security Council Resolution protecting children caught in armed conflict, and UN Security Council Resolution 1308(2000) requiring UN Peacekeeping missions to help prevent HIV/AIDS, and UN Security Council Resolution 1325 (2000) needs of special groups such as women and children, and obligations of States to prosecute war criminals, and to give full access to humanitarian workers, strongly condemn use of child soldiers (a war crime) and violence against children and schools and hospitals, and slavery, and requests Secretary-General to devise action plan to protect children and stop use of child soldiers, and to stop illicit trade in support of terrorism, and trafficking in small arms, and calls on all member-States to abide by international laws protecting children and cooperate with UN agencies doing this work including deployment of new "Child Protection Advisors" (CPAs) with Peacekeeping missions, and support education programs in conflict areas, preventing HIV/AIDS and stopping sexual abuse of children in conflict areas, including self-monitoring programs.

Resolution 1540 (28 April 2004)  --  Affirming that nuclear, biological and chemical weapons are threat to international peace and security, and recognizing UN efforts to control them, decides that all member-nations shall enforce treaties against non-state actors who attempt to acquire such weapons, and shall take required steps to secure their own stockpiles as per these treaties.

Resolution 1544 (19 May 2004) --  Reiterating Israeli obligations as per Geneva Conventions (1949) for its occupation, and to address its security needs within the bounds of international law, and calls on both parties to fulfill obligations  as per Roadmap, and condemns continued violence including killing of civilians and home demolitions in Rafah, calls on Israel to respect international humanitarian law obligations especially concerning home demolitions, and expresses concern for Palestinians now left homeless.

Resolution 1550 (29 June 2004) --  Calls on the parties to implement immediately UN Security Council Resolution 338 (1973), and decides to renew mandate of United Nations Disengagement Observer Force for another six months.

Resolution 1553 (29 July 2004) --  Recalling Israeli withdrawal, and UN Security Council Resolutions 1308 (2000) and 1325 (2000), and in response to request from government of Lebanon, extends mandate of UN Interim Force (UNIFIL) 6 months, encourages Lebanon government to continue reestablishing its authority, calls on all parties to ensure UNIFIL freedom of movement, supports efforts of UNIFIL to maintain cease-fire despite ongoing violence, which it condemns, and welcomes UNIFIL de-mining efforts and completion of Operation Emirates Solidarity, and efforts of United Nations Truce Supervision Organization.

Resolution 1559 (2 September 2004) --  Reiterating strong support for the territorial integrity, sovereignty and political independence of Lebanon, and gravely concerned about the continued presence in Lebanon of armed militias, and mindful of coming Lebanese elections, calls for withdrawal from Lebanon of all non-Lebanese forces, disbanding of militias, support for free elections, and all should cooperate with UN.

Resolution 1578 (15 December 2004) --  Calls upon the parties to implement immediately UN Security Council Resolution 338 (1973), and decides to renew mandate of United Nations Disengagement Observer Force for another six months.

Resolution 1583 (28 January 2005) --  Recalling Israel's withdrawal, and UN Security Council Resolution 1308 and 1325, and that UN Interim Force (UNIFIL) had fulfilled 2/3 of mandate, but responding to request of Lebanon government, the Security Council extends the UN Interim Force mandate 6 months, and calls for government of Lebanon to restore its authority to whole land, and to all parties to ensure full freedom of movement to UNIFIL.  Condemns continuing violence along Blue Line.  Supports UNIFIL efforts to support cease-fire and continue de-mining efforts, and cooperate with the United Nations Truce Supervision Organization.

Resolution 1605 (17 June 2005) --  Welcomes United Nations Disengagement Observer Force efforts enforce zero-tolerance policy toward sexual abuse and other violations of their code of conduct, and decides to renew mandate of United Nations Disengagement Observer Force for another six months.

Resolution 1614 (29 July 2005) --  Recalling UN Security Council Resolutions 1308 (2000) and 1325(2000), and Israel's withdrawal measured by the Blue Line, and that UN Interim Force (UNIFIL) had fulfilled 2/3 of its mandate, and responding to request of the Lebanese government, decides to extend mandate of UNIFIL 6 months, but condemns continued violence along the Blue Line, and calls on all parties to stop violence, and accord UNIFIL full movement, and welcomes Secretary-General offer to have UN help Lebanon government resume its control over the area, and welcomes UNIFIL efforts to support cease-fire and their de-mining efforts, and to cooperate with the United Nations Truce Supervision Organization.

Resolution 1648 (21 December 2005) --  Calls on all parties to immediately implement UN Security Council Resolution 338 (1973), and for the United Nations Disengagement Observer Force to implement zero-tolerance for sexual misconduct or any violation of code of conduct of UN personnel, and decides to renew mandate of the United Nations Disengagement Observer Force.

Resolution 1655 (31 January 2006) --  Recalling Israel’s withdrawal, and that UN Interim Force (UNIFIL) has completed 2/3 of its mandate, and UN Security Council Resolutions 1308 and 1325,  but gravely concerned at the continuing violence at the Blue Line, including rockets fired by Hizbullah.  Thus responding to request from the Lebanon government, the Security Council decides to extend the United Nations Interim Force in Lebanon mandate 6 months, reiterates its support for the territorial integrity, sovereignty and independence of Lebanon, and supports the government reasserting its authority over the area.  Welcomes the strengthening alliance between UNIFIL and the Lebanese government, and UNIFIL’s continuing efforts to hold the cease-fire and toward de-mining.

Resolution 1664 (29 March 2006) --  Reiterates strictest respect for sovereignty, territorial integrity and political independence of Lebanon, and mindful of the demand of the Lebanese people for holding those responsible for the terrorist attack which killed former Lebanese Prime Minister Rafiq Hariri, supports the request of the Lebanese Prime Minister to try those who are responsible for this crime before an international tribunal.

Resolution 1674 (28 April 2006) --  Reaffirming its commitment to protecting children and women where ever there is conflict, and acknowledging the basic principles of the UN Charter of political independence, sovereign equality and territorial integrity, and the pillars of the UN System of peace, security, development and human rights, and gravely concerned about the illicit trafficking in arms and natural resources, and recognizing the efforts of the African Union to protect civilians, and the role of education in helping stop violations of human rights, emphasizes the importance of “preventing armed conflict and its recurrence, and stresses in this context the need for a comprehensive approach through promoting economic growth, poverty eradication, sustainable development, national reconciliation, good governance, democracy, the rule of law, and respect for, and protection of, human rights, and in this regard, urges the cooperation of Member States and underlines the importance of a coherent, comprehensive and coordinated approach by the principal organs of the United Nations”, and urges all States to fulfill their obligations to help protect refugees and civilians, and to help maintain the humane quality of refugee camps, and recalls the prohibition of illegal forced population transfer during wartime, and to facilitate the return of all refugees to their home regions, and to help with the disarmament, demobilization and reintegration of ex-combatants (and to make sure that this step is included in all peace agreements), and condemns in the strongest terms all sexual abuse and attacks on UN and humanitarian workers, and recognizes the importance of local organizations in helping protect civilians.

Resolution 1680 (17 May 2006) --  Reiterating its strong support for the territorial integrity and political independence of Lebanon, and expressing strong support for Lebanon’s national dialog, and calls for full implementation of UN resolution 1559 (complete withdrawal and disarmament), and calls for all parties to cooperate with the government of Lebanon, and calls upon Syria to delineate their common border, and to establish full diplomatic relations with Lebanon, which is a way of expressing respect for Lebanon’s territorial integrity and political independence, and to help with disarmament, and commends Lebanese commitment to disarmament, including to disarm Palestinian militias within 6 months, and to regain control over its territory.

Resolution 1685 (13 June 2006) --  Calls upon all parties to immediately implement UN resolution 338 (1973), and welcomes the efforts of the UN Disengagement Observer Force to implement zero-tolerance policy toward sexual abuse by its members, and decides to renew the UNDOF mandate 6 months until 31 December 2006.

Resolution 1686 (15 June 2006) --  Reaffirming its strongest condemnation of the 14 February 2005 terrorist bombing which killed the ex-PM of Lebanon, as well as all the attacks upon Lebanon, and that all involved in all these attacks must be held accountable, commends the International Independent Investigation Commission for its investigation in cooperation with the government of Lebanon of the terrorist attack, decides to extend the mandate of the Commission as per the request of Lebanon until 15 June 2007, and supports its efforts to cooperate with the government of Lebanon.

Resolution 1701 (11 August 2006) --  Expressing concern over the escalating violence in Lebanon since Hizbollah’s attack on Israel, but emphasizing both the need to end the violence as well as to address the causes behind the conflict, including the need for the unconditional release of abducted Israeli soldiers as well as the issue of Lebanese prisoners held by Israel, and welcoming the commitment of the government of Lebanon through its 7-point plan to regain control over its territory, implement disarmament, and work with the UN Force in the area, in exchange for the immediate withdrawal of Israeli forces, and proposal regarding the Shebaa Farms area, calls upon complete cessation of hostilities by all parties, deployment of Lebanese troops in cooperation with UNIFIL, withdrawal of Israeli troops, and the implementation of disarmament by the Lebanese forces (except weapons ok’ed by the Lebanese military), and respect by all parties of humanitarian issues such as humanitarian convoys having access to civilians, and the safe return of displaced persons to their homes, and for all parties to cooperate with the UN Security Council, respect the Blue Line, keep the area between the Blue Line and the Litani River free of armed personnel, full implementation of the Taif Accords and resolutions 1559 and 1680 calling for disarmament, give UN maps of landmine locations, negotiate a long-term solution between Lebanon and Israel, and increase the size of UNIFIL by 15,000 troops, secure borders of Lebanon, and facilitate humanitarian convoys reaching civilians.
