Resolution 35/13 (A-F)(03 November 1980) United Nations Relief and Works Agency for Palestine Refugees in the Near East: Discusses UNRWA aid to Palestinian refugees, necessitated because they have not been allowed to return or compensated. Appeals for greatly-needed funding to UNRWA and for scholarships to the refugees, who have little chance for higher education. Reaffirms their inalienable right to return. Finds any restrictions or conditions on the right void. Calls on Israel to return the displaced, to stop obstructing return, and to stop removing and resettling refugees from Gaza.

Resolution 35/35 (14 November 1980) Importance of the universal realization of the right of peoples to self-determination and of the speedy granting of independence to colonial countries and peoples for the effective guarantee and observance of human rights: "Reaffirms the inalienable right of the peoples of Namibia, of the Palestinian people and of all peoples under alien and colonial domination to self-determination, national independence.

Resolution 35/45 (A+B)(01 December 1979) Financing of the United Nations Disengagement Force: Appropriates about $15 million for the UN Disengagement Observer Force from December 1, 1980 until May 31, 1981. Discusses apportionment. Authorizes the Secretary-General to enter the force into commitments up to about $2.4 million monthly from June 1 until November 30, 1981. Requests voluntary contributions. Recognizing financial troubles caused by Member States withholding contributions, suspends some UN financial regulations.

Resolution 35/75 (05 December 1980) Living Conditions of the Palestinian People: Notes the Secretary-General's report on Palestinians' living conditions in the occupied territories. Condemns Israeli policy that caused the living conditions' deterioration. Deplores Israel's refusal to allow experts on the occupation's impact on living conditions into the territories. Calls for states to cooperate to alleviate the "tragic living conditions" resulting from the Israeli occupation. Requests a comprehensive report on the deteriorating living conditions for the next session.

Resolution 35/85 (05 December 1980) Assistance for the reconstruction and development of Lebanon: Recalls its previous resolutions on the reconstruction and development of Lebanon. Approvingly notes assistance that countries already pledged to reconstruct Lebanon. Calls on UN system bodies to intensify their efforts to aid Lebanon.

Resolution 35/110 (05 December 1980) Permanent Sovereignty Over National Resources in the Occupied Arab Territories: Stresses occupied Arab states' and peoples' right to full sovereignty over their resources and their economic activity. Reaffirms their right to compensation for their losses. Reaffirms Israel's exploitation is illegal and calls on it to cease. Calls for states, organizations, and corporations not to cooperate with Israel's exploitation and its changes to the territories' demographics or structure. Requests the Secretary-General prepare a report on the issue for the next session.

Resolution 35/111 (05 December 1980) Assistance to the Palestinian People: Approvingly notes the UN Development Programme's action in response to a General Assembly resolution on economic and social assistance to Palestinians. Urges UN system organs take steps to implement Economic and Social Council resolutions. Requests assistance to Palestinians be through the UN system, in coordination with local Palestinian organizations in the occupied territories and consulting with concerned parties in Arab host nations.

Resolution 35/122 (A-F)(11 December 1980) Report of the Special Committee on Investigate Israeli Practices Affecting the Human Rights of the Population of the Occupied Territories: Condemns Israel's violations of Palestinians' human rights and of the Geneva Convention. Condemns the following policies: illegally changing the occupied territories' legal status and demographics; annexations; imposing its laws on the Golan Heights; population transfers; settlements; displacement; denying the right to return; expropriation; demolishing homes; mass arrests; torture; pillaging; illegal exploitation; arresting and expelling mayors; and repressing and closing universities.

Resolution 35/147 (12 December 1980) Establishment of a Nuclear-Weapon-Free Zone in the Region of the Middle East: Again promotes establishing a nuclear-weapons-free-zone in the Middle East. Calls for the relevant countries to take steps to implement the proposed zone. Calls for them to reciprocally declare that they will not acquire nuclear arms, to place their nuclear facilities under IAEA safeguards, and to declare support for the zone. Asks nuclear-armed states to act accordingly.

Resolution 35/157 (12 December 1980) Israeli Nuclear Armament: Recalls resolutions on establishing a nuclear-weapon-free zone in the Middle East, reaffirms its resolution on nuclear and military collaboration with Israel and on Israel's nuclear arms. Notes the Secretary-General's progress report. Requests he submit his report to the General Assembly at its next session.

Resolution 35/167 (15 December 1980) Observer status of national liberation movements recognized by the Organization of African Unity and/or by the League of Arab States: Considers that national liberation movements' participation in international organizations helps strengthen peace and cooperation. Notes a resolution about the movements' observer status in international organizations and the current practice of granting them observer status in the UN system. Calls on States concerned to give certain national liberation movement delegations facilities, immunities, and privileges needed to perform their observer status functions.

Resolution 35/169 (A-E)(15 December 1980) Question of Palestine: Reaffirms Palestinians' inalienable rights to return, sovereignty, and to a state. Demands Israel's withdrawal from occupation. Opposes plans to resettle Palestinians outside Palestine. Condemns Israel's non-compliance with Security Council and General Assembly resolutions. Calls for the PLO's participation in deliberations participation on equal footing. Endorses Committee on the Exercise of the Inalienable Rights of the Palestinian People's recommendations.

Resolution 35/207 (16 December 1980) The Situation in the Middle East: Condemns Israel's occupation, which violates the UN Charter, UN Resolutions, and international law. Calls for immediate, unconditional, and total withdrawal. Rejects agreements violating Palestinian rights. Considers Israel's annexation of Jerusalem and designation as "capital" void. Condemns Israel's aggression against Lebanon and its actions in occupied territories, including annexations, settlements, assassination attempts and "other terrorist, aggressive and repressive measures."

Resolution 36/9 (28 October 1981) Importance of the universal realization of the right of peoples to self-determination and of the speedy granting of independence to colonial countries and peoples for the effective guarantee and observance of human rights: Reaffirms legitimacy of peoples' struggles for liberation from colonial or foreign domination or occupation by all available means. Condemns governments that do not recognize the right to self-determination of all peoples, notably Africans and Palestinians. Condemns Israel's expansionism, its bombing of civilians, and its aggression against Lebanon. Urges support for the PLO's struggle for Palestinian self-determination. Demands release of all imprisoned for independence struggles.

Resolution 36/15 (28 October 1981) Recent developments in connexion with excavations in eastern Jerusalem: Demands Israel stop excavating and transforming Jerusalem's historical, cultural and religious sites, especially near Moslem holy site Al-Haram Al-Sharif, which could collapse. Finds these actions by Israel, the occupying Power, flagrant violations of international law and the Geneva Convention relative to the Protection of Civilian Persons in Time of War, as well as threats to peace. Requests Security Council consider the issue if Israel does not comply with this resolution.

Resolution 36/87 (A+B)(09 December 1981) Establishment of a nuclear-weapon-free zone in the region of the Middle East: Expresses deep concern that the Treaty on the Non-Proliferation of Nuclear Weapons is in grave danger because of Israel's attack on Iraq's nuclear installations. Israel is a non-party and Iraq is a party. Considers that Israel's attack harms the prospect of a nuclear-weapon-free zone in the region. Declares it imperative that Israel put its nuclear facilities under the IAEA safeguards.

Resolution 36/98 (09 December 1981) Israeli nuclear armament: Alarmed at Israel's continuing efforts to acquire nuclear weapons, and Israel's refusal to adhere to the Treaty on the Non-Proliferation of Nuclear Weapons, despite repeated calls by UN to do so, and Israel's act of aggression against the IAEA, and repeated UN condemnation of Israel's nuclear collaboration with S. Africa, expresses deep alarm that Israel now has nuclear capability, and has undermined IAEA credibility by bombing the Iraqi nuclear facility which was under IAEA safeguards, and calls upon all member-nations to halt all nuclear cooperation with Israel, and requests the UN Security Council to take enforcement steps against Israel, and requests the UN Secretary-General to make sure that the UN fully publicizes to the world what Israel is doing with its nuclear capability.

Resolution 36/120 (A-F)(10 December 1981) Question of Palestine: Requests resources to raise awareness of Palestinian rights, including through seminars, greater dissemination of publications, a film, and copies of a photo exhibit. Appreciates observances of the day of solidarity with Palestinians. Decides to convene a conference on Palestine by 1984. Reaffirms Palestinians' inalienable national rights, including to self-determination and a State. Rejects accords violating these rights or envisaging the continued Israeli occupation.

Resolution 36/138 (28 October 1981) Financing of United Nations Interim Force in Lebanon: Includes the text of resolutions passed by the Third Islamic Summit Conference, which requested that those resolutions be circulated as a General Assembly document. Resolution 36/146 (A-H)(16 December 1981) United Nations Relief and Works Agency for Palestine Refugees in the Near East: Finds restrictions or conditions on Palestinians' right to return void. Calls on Israel to return the displaced, to stop obstructing return, and to stop removing refugees. Requests Secretary-General act to protect Palestinian assets in Israel, establishing a fund on their behalf. Appeals for funds for UNRWA and for scholarships to refugees. Calls on Israel, as the Occupying Power, to stop obstructing the establishment of a university in Jerusalem for Palestinian refugees.

Resolution 36/150 (16 December 1981) Israel's decision to build a canal linking the Mediterranean Sea to the Dead Sea: Demands Israel stop its plans for a canal linking the Mediterranean Sea to the Dead Sea, considering it will be through occupied Palestinian territories and violate international law on states' fundamental rights and duties. Requests the Security Council consider measures to stop the canal. Requests the Secretary-General prepare a study for the General Assembly on the canal and its effects on Jordan and the territories by June 30, 1982. Calls on states not to assist in the canal.

Resolution 36/171 (16 December 1981) Question of human rights relating to the case of Mr. Ziad Abu Eain: Deplores the United States' decision to extradite Palestinian national Mr. Ziad Abu Eain to Israel, who the U.S. illegally detained for two years. The sole ground for probable cause against Mr. Abu Eain was a statement in Hebrew by a prisoner who did not know Hebrew and who recanted the statement. Demands Mr. Abu Eain's release. Demands also that the US facilitate his safe transfer to a country of his choice.

Resolution 36/173 (17 December 1981) Permanent sovereignty over national resources in the occupied Palestinian and other Arab territories: Condemns Israel denying UN consultants access to occupied territories. Stresses occupied Arab states' and peoples' right to sovereignty over their resources and economic activity and to compensation. Reaffirms Israel's exploitation is illegal and calls on it to cease. Calls for states, organizations, and corporations not to cooperate with Israel's exploitation and its illegal changes to the territories. Requests the Secretary-General prepare a report on the issue for the next session.

Resolution 36/205 (17 December 1981) Assistance for the reconstruction and development of Lebanon: Requests Secretary-General intensify efforts to provide all possible UN system assistance to Lebanon's government to plan and implement reconstruction. Invites UN bodies "to expand and intensify programmes of assistance within the framework of the needs of Lebanon."

Resolution 36/226 (A+B)(17 December 1981) The situation in the Middle East: Condemns Israel's expropriations, settlements, assassination attempts, "other terrorist, aggressive and repressive measures," land confiscation, water diversion, forced citizenship, aggression against Lebanon, bombing of cities, violations of airspace, and violations of UN resolutions. Declares its Geneva Convention violations void. Rejects accords violating Palestinian rights. Demands Israel rescind its annexation of Jerusalem and withdraw from occupation. Finds US-Israeli strategic cooperation encourages Israel's aggression. Calls for end to aid to Israel that encourages its aggression.

Resolution ES-7/4 (28 April 1982) Question of Palestine: Regrets the Security Council did not decide on the committee on Palestinian rights' recommendations, due to a veto. Condemns Israel, the occupying Power, for: violating the Geneva Convention, disbanding an elected council, dismissing mayors, violating Holy Places' sanctity, and shooting unarmed civilians, including worshippers. Declares Israel is not a peace-loving state. Condemns impairing Palestinian rights through aid to Israel and misuse of the veto.

Resolution ES-7/5 (26 June 1982) Question of Palestine: Alarmed at the situation due to Israel's attacks on Lebanon, reaffirms forcible acquisition of territory is illegal. Demands respect for Lebanon's sovereignty. Supports Security Council resolutions demanding Israel withdraw and parties halt fighting. Demands Israel comply by June 27. If it does not, urges Security Council to consider ways to effect compliance. Asks Security Council to authorize the Secretary-General to take steps to implement the resolutions.

Resolution ES-7/6 (19 August 1982) Question of Palestine: Expresses indignation at Israel's attacks on Lebanon. Reaffirms forcible acquisition of territory is illegal. Rejects plans to resettle Palestinians outside Palestine. Demands Israel obey GA resolutions and SC resolutions 509, 511, 512, 513, 515, 517, 518, and 465. Condemns its non-compliance, violating the UN Charter. UN SC Res. 465 found changes to Jerusalem illegal and demanded Israel dismantle all settlements in Arab territories.

Resolution ES-7/7 (19 August 1982) International Conference on the Question of Palestine: Notes the UN's responsibility to maintain peace, which is threatened by the "explosive situation in the Middle East" created by Israeli aggression against Lebanon and the Palestinians. Recognizing the international community's need to help Palestinians attain their inalienable rights, decides to convene the International Conference on the Question of Palestine in August, 1983. Requests the Secretary-General ensure that there are adequate resources for the conference.

Resolution ES-7/8 (19 August 1982) International Day of Innocent Children Victims of Aggression: "Appalled by the great number of innocent Palestinian and Lebanese children victims of Israel's acts of aggression, decides to commemorate 4 June of each year as the International Day of Innocent Children Victims of Aggression."

Resolution ES-7/9 (24 September 1982) Question of Palestine: Condemns the criminal massacre of Palestinian and other civilians in Beirut on September 17, 1982. Urges the Security Council to investigate, making its report public. Asks the Secretary-General for a photo exhibit of the massacre to display in the UN visitors' hall. Supports S.C. Res 508 and 509, demanding Israel unconditionally withdraw from Lebanon and that parties stop attacks in Lebanon and across the Lebanese-Israeli border. Urges the Security Council to consider ways to make Israel comply with the resolutions, if it refuses. Calls for extensive aid to the victims of Israel's invasion of Lebanon.

Resolution 37/18 (16 November 1982) Armed Israeli aggression against Iraqi nuclear installations and its grave consequences for the established international system concerning the peaceful uses of nuclear energy, the non-proliferation of nuclear weapons and international peace and security: Gravely concerned by Israel's commitment to continue attacking nuclear facilities, and Israel's continuing to acquire and develop nuclear weapons for herself, condemns Israeli violation of UN Security Council resolution 487 (1981) and its escalating violence in the region in violation of respect for others' sovereignty and human rights of individuals, and requests the Security Council to take legal steps to deter Israel from future aggressive acts.

Resolution 37/43 (03 December 1982) Importance of the universal realization of the right of peoples to self-determination and of the speedy granting of independence to colonial countries and peoples for the effective guarantee and observance of human rights: Condemns governments that do not recognize the rights of Palestinians and others to self-determination from foreign domination. Resolution 37/82 (09 December 1982) Israeli nuclear armament: Reaffirms demand that Israel immediately renounce possession of nuclear arms and put its nuclear activities under international safeguards. Asks States to halt nuclear collaboration with Israel and to provide the Secretary-General information on Israel's nuclear program. Requests the Security Council investigate Israel's nuclear activities and its nuclear collaboration and prevent Israel from endangering peace. Condemns Israel's stated intent to attack nuclear facilities again.

Resolution 37/86 (A-E)(20 December 1982) Question of Palestine: Continues UN efforts to raise awareness of Palestinian rights through the UN Division of Palestinian Rights and a UN committee, including plans for an international conference on Palestine. Requests the Secretary-General provide the Division with needed resources. Thanks countries for observing the international day of solidarity with Palestinians. Reaffirms forcible acquisition of territory is illegal and peace requires Israel's withdrawal from occupation.

Resolution 37/120 (A-K)(16 December 1982) United Nations Relief and Works Agency for Palestine Refugees in the Near East: Discusses UNRWA relief to Palestinian refugees, necessitated by Israel's refusal to repatriate and compensate them. Considers conditions on the right of return void. Calls on Israel to return the displaced, stop obstructing their return, release detained refugees, and allow UNRWA social services to resume in Lebanon. Requests the UN protect Arab assets in Israel and provide housing to those whose homes Israeli forces razed. Requests funds for the UNRWA and scholarships.

Resolution 37/122 (16 December 1982) Israel's decision to build a canal linking the Mediterranean Sea to the Dead Sea: Demands Israel halt its plan to illegally construct a canal linking the Mediterranean Sea to the Dead Sea, in violation of GA Res. 36/150. Reiterates the canal would violate international law both on states' fundamental rights and on belligerent occupation. It would run through occupied Palestinian territory and would seriously impair Jordan's economic, agricultural, demographic and ecological rights. Calls on states, agencies, and organizations not to assist it.

Resolution 37/123 (A-F)(20 December 1982) The situation in the Middle East: Condemns Israel's aggression, its violations of international law and UN resolutions, and its illegal annexations. Declares Israel imposing its laws on the Golan Heights an act of aggression under the UN Charter. Reaffirms the need for it to withdraw from occupation. Calls on states to isolate Israel, suspending military supplies, stopping economic cooperation, and severing relations. Condemns Israel's plunder of Palestinian cultural heritage in Beirut. Declares the massacre at Sabra and Shatila an act of genocide. Calls for respect for Lebanon's sovereignty.

Resolution 37/127 (17 December 1982) Financing of the United Nations Interim Force in Lebanon: Discusses financing for the UN Interim Force in Lebanon. Appropriates about $179.3 million to for December 19, 1981 until December 18, 1982. Authorizes the Secretary-General to enter it into commitments up to about $15 million monthly from December 19, 1982 until January 18, 1983. Authorizes similar monthly commitments from January 19 until December 18, 1983, if the Secretary-General continues the force. Requests voluntarily contributions from member states.

Resolution 37/134 (17 December 1982) Assistance to the Palestinian people: Condemns Israel for invading Lebanon, "which inflicted severe damage on civilian Palestinians, including heavy losses of human lives, intolerable sufferings and massive material destruction." Calls for UN bodies and governments to provide relief to the invasion's victims. Requests UN bodies intensify efforts to provide Palestinians economic and social assistance, co-operating with the PLO. Requests that UN aid to Palestinians in Arab host countries be with the hosts' consent.

Resolution 37/135 (17 December 1982) Permanent sovereignty over national resources in the occupied Palestinian and other Arab territories: Calls on Israel to stop illegally exploiting the occupied Palestinian and other Arab territories' resources. Stresses occupied Arab peoples' right to sovereignty over their resources and economic activity and to compensation. Calls for states, organizations, and corporations not to cooperate with Israel's exploitation and its illegal changes to the territories. Requests Secretary-General prepare the two reports requested in a prior resolution for the next session.

Resolution 37/222 (20 December 1982) Living conditions of the Palestinian people in the occupied Palestinian territories: Expresses alarm at Palestinians' deteriorating living conditions in the occupied territories since 1967. Affirms the occupation contradicts "the basic requirements for the social and economic development." Affirms Palestinians' self-determination is prerequisite for their development. Calls for Israel to grant UN experts access to the territories. Requests the Secretary-General prepare a comprehensive report on conditions in the occupied territories for the next G.A. session.

Resolution 38/6 (28 October 1983) Co-operation between the United Nations and the League of Arab States: Promotes cooperation between the League of Arab States and the UN, towards the purposes the UN Charter and strengthening international peace, disarmament, decolonization, self-determination and eradicating racism and racial discrimination. Appreciates a recent meeting between the two groups' secretariats. Requests that they increase cooperation and coordination to better serve their mutual interests, including setting up working groups for joint projects.

Resolution 38/9 (10 November 1983) Armed Israeli aggression against the Iraqi nuclear installations and its grave consequences for the established international system concerning the peaceful uses of nuclear energy, the non-proliferation of nuclear weapons and international peace and security: Deeply concerned about continuing Israeli violations of UN resolutions pertaining to attacks against nuclear facilities (especially UN resolution 487) and continuing to acquire and develop nuclear weapons, which undermines the efforts of the IAEA and violates the UN Charter, again requests the Security Council to consider legal steps to force Israeli compliance.

Resolution 38/17 (22 November 1983) Importance of the universal realization of the right of peoples to self-determination and of the speedy granting of independence to colonial countries and peoples for the effective guarantee and observance of human rights: Condemns governments that do not respect the right to self-determination. Reaffirms the legitimacy of liberation struggles. Condemns South Africa's racist regime, and Western countries, Israel, and others whose relations with it encourage its policies. Resolution 38/58 (A-E)(05 December 1983) Financing of the United Nations Interim Force in Lebanon: Discusses financing for the UN Interim Force in Lebanon. Appropriates about $206 million for the UN Interim Force in Lebanon from December 19, 1982 to April 18, 1984. Authorizes the Secretary-General to enter it into commitments up to about $11.6 million monthly from April 19 until December 18, 1984 if he continues the force. Resolution 38/83 (A-K)(15 December 1983) United Nations Relief and Works Agency for Palestine Refugees in the Near East: Discusses UNRWA relief to Palestinian refugees, necessitated by Israel's refusal to repatriate and compensate them. Considers conditions on the right of return void. Calls on Israel to return the displaced, stop obstructing their return, and release detained refugees. Requests the UN protect Arab assets in Israel and to act to guarantee the refugees' safety in places Israel occupies. Requests funds for the UNRWA and aid for Palestinians' higher education.

Resolution 38/85 (15 December 1983) Israel's decision to build a canal linking the Mediterranean Sea to the Dead Sea: Demands Israel halt its plan to illegally construct a canal linking the Mediterranean Sea to the Dead Sea. Deplores its non-compliance with a prior resolution and its refusal to admit experts. Stresses the canal would violate international law both on states' fundamental rights and on belligerent occupation. Calls on states, agencies, and organizations not to assist it.

Resolution 38/144 (19 December 1983) Permanent sovereignty over national resources in the occupied Palestinian and other Arab territories: Stresses occupied Arab peoples' right to control their resources and to compensation. Reaffirms the Hague Convention IV and the fourth Geneva Convention apply to the occupied territories. Calls for no cooperation with Israel's exploitation of and its illegal changes to the territories. Requests the Secretary-General expand his report to include details on Arab resources the settlements exploit and Israeli-imposed policies that hamper Palestinians' development.

Resolution 38/145 (19 December 1983) Assistance to the Palestinian people: Endorses a UN Development Programme resolution calling on governments and organizations to contribute $8 million for the UNDP program for Palestinians. Requests the Secretary-General convene a meeting in 1984 of UN system bodies for a coordinated economic and social aid program, with the PLO, Arab host countries and intergovernmental and non-government organizations. Requests UN organs intensify economic and social assistance to the Palestinians.

Resolution 38/166 (19 December 1983) Living conditions of the Palestinian people in the occupied Palestinian territories: Expresses alarm at Palestinians' deteriorating living conditions in the occupied territories since 1967. Affirms the occupation contradicts "the basic requirements for the social and economic development." Rejects Israel's changes the territories' demographics, especially with settlements, "leading to the displacement and exodus of Palestinians." Requests a report including settlements' impact on living conditions, comparing settlers' conditions to those of the Palestinians.

Resolution 38/180 (A-E)(19 December 1983) The situation in the Middle East: Condemns the following Israeli acts: flouting the UN Charter and resolutions; plundering cultural heritage, expropriations, annexations, settlements, assassination attempts, and "other terrorist, aggressive and repressive measures." Resolution 39/9 (08 November 1984) Armed Israeli aggression against the Iraqi nuclear installations and its grave consequences for the established international system concerning the peaceful uses of nuclear energy, the non-proliferation of nuclear weapons and international peace and security: Promotes cooperation between the League of Arab States and the United Nations to serve their mutual interests and UN Charter purposes, by: strengthening peace, disarmament, decolonization, and self-determination; and eradicating racism and racial discrimination. Requests more cooperation to implement UN resolutions on Palestine and the Middle East, in order to achieve a just peace. Resolution 39/14 (16 November 1984) Armed Israeli aggression against the Iraqi nuclear installations and its grave consequences for the established international system concerning the peaceful uses of nuclear energy, the non-proliferation of nuclear weapons and international peace and security: Deeply concerned about continuing Israeli violations of UN resolutions pertaining to attacks against nuclear facilities (especially UN resolution 487) and continuing to acquire and develop nuclear weapons, and refusal to acept IAEA safeguards, all of which undermines the efforts of the IAEA and violates the UN Charter, again requests the Security Council to consider legal steps to force Israeli compliance.

Resolution 39/17 (23 November 1984) Importance of the universal realization of the right of peoples to self-determination and of the speedy granting of independence to colonial countries and peoples for the effective guarantee and observance of human rights: Condemns governments that do not recognize the rights to self-determination and independence, notably the Africans' and Palestinians' rights. Resolution 39/71 (13 December 1984) Financing of the United Nations Interim Force in Lebanon: Discusses financing for the UN Interim Force in Lebanon. Appropriates about $139.10 million for the force from April 19, 1984 to April 18, 1985. Authorizes Secretary-General to enter the force into commitments up to about $11.7 million monthly from April 19 to December 18, 1985, if the force is continued beyond the previously authorized six moths. Again requests voluntary contributions to the force of cash, services, and supplies.

Resolution 40/87 (15 November 1984): This is Organization of African Unity resolutions, as a GA document. Resolution 39/197 (17 December 1984) Assistance for the reconstruction and development of Lebanon: Noting the continuing deaths and property destruction in Lebanon and its serious economic situation, reaffirms the urgent need for international assistance for its reconstruction. Requests the Secretary-General intensify his efforts to mobilize UN assistance. Requests all UN bodies expand their assistance. Requests the Secretary-General report to the Economic and Social Council and the General Assembly on the progress implementing this resolution.

Resolution 39/223 (18 December 1984) Economic development projects in the occupied Palestinian territories: Promotes economic development in the occupied territories, which is hampered by Israel's forced control over the Palestinian market and its restrictions on trade. Calls for Israel to lift restrictions on the territories' economy. Calls for help on the following projects in the territories: establishing a seaport in Gaza to give Palestinians access to external markets; and establishing a cement plant and a citrus plant. Requests the Secretary-General report on progress at the next session.

Resolution 39/224 (18 December 1984) Assistance to the Palestinian people: Requests the Secretary-General finalize a coordinated program of economic and social assistance to the Palestinians. Requests he convene a meeting of the relevant UN bodies, the PLO, Arab host countries, and organizations to consider the program in 1985. Reminds the international community of the need to disburse aid to the territories only for the benefit of the Palestinians and to ensure it is not used to serve the Israeli occupation authorities' interests.

Resolution 40/5 (25 October 1985) Co-operation between the United Nations and the League of Arab States: Appreciates League of Arab States' desire for stronger ties to the UN and cooperation to implement resolutions. Realizes peace is directly related to disarmament, decolonization, self-determination, and ending racism. Requests Secretary-General keep cooperating with League of Arab States to implement resolutions to solve the regional conflict and the Palestine question, the core of the conflict. Requests more consultations and inter-agency working groups.

Resolution 40/6 (01 November 1985) Armed Israeli aggression against the Iraqi nuclear installations and its grave consequences for the established international system concerning the peaceful uses of nuclear energy, the non-proliferation of nuclear weapons and international peace and security: Noting with deep concern Israel's attack on Iraqi nuclear facility, and its statement that it will attack same in the future, and its refusal to recognize international regimen for determining nuclear safety and peaceful use, strongly condemns Israel's attack on Iraq's facility, and affirms UN SC resolution 487 (1981), and requests the UN Security Council take effective measures to ensure Israeli compliance with its own resolution 487 (1981) condemning Israel's attack and asking it to join the nuclear non-proliferation Treaty, and to compensate Iraq for its losses. Asks all agencies and groups to work toward preventing future attacks, and all member-nations to stop any nuclear cooperation with Israel, and to help Iraq recover.

Resolution 40/169 (17 December 1985) Economic development projects in the occupied Palestinian territories : Calls for Israel to urgently lift restrictions on the occupied Palestinian territories' economy. Requests funds for Palestinians' higher education. Demands Israel stop planning to remove Palestinians from the West Bank and destroy their camps, obstructing refugees' return, destroying their shelters, and removing them from Gaza. Declares attempts to condition or restrict the inalienable right to return inadmissible and agreements trying to do so null and void.

Resolution 41/93 (04 December 1986) Israeli nuclear armament : Aware of grave consequences due to Israel developing nuclear arms, condemns its refusal to renounce possessing nuclear arms. Requests Security Council investigate Israeli nuclear activities and take urgent acts to make it comply with UN SC Res. 487 and put its nuclear facilities under IAEA safeguards. Again requests IAEA stop scientific cooperation that could contribute to Israel's nuclear capabilities. Calls on all states to stop aiding Israel in the nuclear field.

Resolution 41/101 (04 December 1986) Importance of the universal realization of the right of peoples to self-determination and of the speedy granting of independence to colonial countries and peoples for the effective guarantee and observance of human rights : Expresses shock at effects of Israel's invasion of Lebanon. Reaffirms legitimacy of independence struggles by all available means. Condemns Israeli-South African collusion. "Strongly condemns…the denial to the Palestinian people of their inalienable national rights" and Israeli expansionism. Demands release of all imprisoned for liberation struggles, and for respect for their human rights. Calls for support for Palestinians' struggle for self-determination, through the PLO.

Resolution 41/162 (A-C) (04 December 1986) The situation in the Middle East : Rejects accords violating Palestinian rights. Demands Israel's "unconditional and total withdrawal" from occupation. Finds annexing Jerusalem and designating it Israel's "capital null and void. Condemns Israel's land confiscation, water diversion, settlements, annexations, and "other terrorist, aggressive and repressive measures." Declares these Geneva Convention violations null and void. Finds it "is not a peace-loving Member State." Condemns its nuclear collaboration with South Africa, enabling it to use "nuclear blackmail." Finds US aid encourages its policies and threatens peace. Asks states to isolate Israel, ceasing aid and severing relations.

Resolution 41/179 (A+B) (05 December 1986) Financing of the United Nations Interim Force in Lebanon : Appropriates about $85 million to Special Account for the UN Interim Force in Lebanon to cover from mid-April, 1986 until mid-January 1987. Authorizes the Secretary-General to enter into commitments for it up to about $12 million monthly for a year beginning mid-January, 1987, if it decides to continue the peacekeeping force longer than six months. Asks members for voluntary of cash, services, and supplies.

Resolution 41/181 (08 December 1986) Assistance to the Palestinian people : Thanks the Secretary-General for convening a meeting on assistance to Palestinians and deciding to send a mission to prepare assistance program. Urges the UN and the international community to distribute assistance to occupied territories "only for the benefit of" the Palestinians "in a manner that will not serve to prolong the Israeli occupation." Asks the Secretary-General to convene a 1987 meeting on assistance, inviting the PLO, Arab host countries, and others.

Resolution 41/196 (08 December 1986) Assistance to the Palestinian people : Notes with deep concern Lebanon's continuing deaths, property destruction, and its serious economic situation. Reaffirms the urgent need for international assistance to Lebanon's reconstruction and development. Requests Secretary-General "continue and intensify his efforts to mobilize" all UN system assistance. Requests all UN bodies expand their assistance and ensure that Beirut offices are adequately staffed at the senior level.

Resolution 42/5 (15 October 1987) Co-operation between the United Nations and the League of Arab States : Requests that the UN and League of Arab States intensify their cooperation to promote UN Charter purposes, including: strengthening peace, disarmament, decolonization, and self-determination; and eradicating racism and racial discrimination. Requests that the Secretary-General follow up to implement multilateral proposals from the Tunis meeting, including by increasing coordination between their groups' counterpart programmes and setting up interagency working groups.

Resolution 42/28 (30 November 1987) Establishment of a nuclear-weapon-free zone in the region of the Middle East : Again promotes establishing a nuclear-weapons-free-zone in the Middle East. Calls for the relevant countries to take urgent steps to implement the proposed zone. Calls for them to reciprocally declare that they will not develop or acquire nuclear arms, to place their nuclear facilities under IAEA safeguards, and to declare support for the zone.

Resolution 42/44 (30 November 1987) Israeli nuclear armament : Again condemns Israel's refusal to renounce possession of nuclear arms and to place its nuclear activities under IAEA safeguards, despite repeated calls for it to do so. Expresses alarm at its continued development and acquisition of nuclear arms. Condemns its nuclear collaboration with South Africa. Requests the Security Council take urgent measures to ensure Israel complies with S.C. resolution 487. Calls on states and organizations to stop assisting it in the nuclear field.

Resolution 42/66 (A-D) (02 December 1987) Question of Palestine : Appreciates the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People's work on tasks the GA assigned it. Endorses its recommendations. Authroizes it to continue promoting them. Appreciates observances of the annual International Day of Solidarity with the Palestinian People. Requests that the UN Department of Public Information continue its program on the question of Palestine, focusing on Europe and North America.

Resolution 42/69 (A-K) (02 December 1987) United Nations Relief and Works Agency for Palestine Refugees in the Near East : Requests funds for the UNRWA and for Palestinians' higher education, including to establish the proposed University of Jerusalem “al-Quds”. Resolution 42/70 (A+B) (03 December 1987) Financing of the United Nations Disengagement Observer Force : Notes concern about the UN Disengagement Observer Force's ability to meet its financial obligations, due to states withholding contributions. Appropriates $35.064 million gross to operate it from June 1, 1987 until May 31, 1988. Authorizes the Secretary-General to commit the force to $2.944 million gross monthly from June 1 until November 30, 1988, if the force is continued. Stresses the need for voluntary contributions. Suspends some financial regulations.

Resolution 42/95 (07 December 1987) Importance of the universal realization of the right of peoples to self-determination and of the speedy granting of independence to colonial countries and peoples for the effective guarantee and observance of human rights : Reaffirms the importance of universal self-determination, national sovereignty, and territorial integrity for full enjoyment of human rights. Considers Israel denying Palestinians their inalienable rights, including to return and self-determination, and its repeated aggression in the region "a serious threat to international peace and security." Condemns governments that do not recognize peoples' rights to self-determination, notably the Africans and Palestinians' rights.

Resolution 42/160 (A-G) (08 December 1987) Report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Population of the Occupied Territories : Reaffirms Israel's grave breaches of the Geneva Convention "are war crimes and an affront to humanity." Reaffirms the occupation is a "grave violation of the human rights." Condemns Israel's policies, including: annexations; settlements; expulsions; denying the right to return; confiscation; home destruction; pillaging; mass arrest; interfering with free movement and education, health, and social systems; torturing children; killing demonstrators; censorship; closing newspapers; closing union buildings; house and town arrests, forcing Israeli citizenship on Syrians in the occupied Golan Heights; and violating SC and GA resolutions. Demands it stop acting to alter the territories' legal status and demographics.

Resolution 42/166 (11 December 1987) Assistance to the Palestinian people : Requests that the Secretary-General develop and coordinate a programme of ecomomic and social assistance to the Palstininians. Requests that the international community increase their assistance to the Palestinians, in cooperation with the PLO, and disburse their assistance to the occupied territories "solely for the benefit of the Palestinian people and in a manner that will not serve to prolong the Israeli occupation."

Resolution 42/190 (11 December 1987) Living conditions of the Palestinian people in the occupied Palestinian territories : Recalls Israel's continued settlements are "null and void and a major obstacle to peace." Rejects Israel's changes the territories' demographics "leading to the displacement and exodus of Palestinians." Appreciates the Secretary-General's report on the living conditions in the occupied Palestinian territories. Affirms the occupation contradicts "the basic requirements for the social and economic development."

Resolution 42/199 (11 December 1987) Assistance for the reconstruction and development of Lebanon : Notes the "grave deterioration of the economic situation in Lebanon." Reaffirms the urgent need for more international assistance to Lebanon's reconstruction and development. Appreciates the Secretary-General's report and acts to mobilize assistance. Requests he and the UN system intensify efforts to mobilize all possible assistance and invites the Secretary-General to consider appointing a Co-ordinator of Assistance for the Reconstruction and Development of Lebanon.

Resolution 42/209 (A-D) (11 December 1987) The situation in the Middle East : Again calls for an International Peace Conference under UN auspices with all parties to the Arab-Israeli conflict, including the PLO, on equal footing. Condemns the following Israeli acts: expropriation, settlements, annexations, "other terrorist, aggressive and repressive measures," non-compliance with SC resolutions, water resource diversion, and imposing its citizenship on Syrians. Demands Israel's withdrawal from occupation. Rejects agreements violating Palestinians' rights. Finds that US policies encourage Israeli's aggressive, expansionist policies. Calls on states to isolate Israel.

Resolution 42/210 (17 December 1987) Report of the Committee on Relations with the Host Country : Notes that the US is considering an action that could impede the Palestine Liberation Organization's ability to maintain facilities for its UN Observer Mission. Reiteriates the PLO's Mission is covered by the US-UN Headquarters Agreement; thus, it should be able to maintain facilities in the US and enter and remain in the US to carry out its official functions. Requests that the host country, the US, abide by its treaty obligations under the Headquarters Agreement.

Resolution 42/223 (21 December 1987) Financing of the United Nations Interim Force in Lebanon : Notes problems meeting the UN Interim Force in Lebanon's financial commitments, due to states withholding their contributions. Appropriates about $144 million to operate the force from January 1, 1987 to January 31, 1988. Discusses apportionment. Authorizes the Secretary-General to commit the force to about $11.7 million monthly for 12-months from February 1, 1988, if the force is continued beyond the previously authorized six months. Invites voluntary contributions.

Resolution 42/229 (A+B) (02 March 1988) Report of the Committee on Relations with the Host Country : Reaffirms the PLO's UN Observer Mission in New York is included in the UN-US Headquarters Agreement. Reaffirms it should be able to have adequate facilities in the US and its personnel should be able to enter and stay in the US "carry out their official functions." Considers a US law contrary to the Agreement. Calls on the US to abide by its treaty obligations and assure it will not infringe on the PLO's Mission's functions. Decides to request an advisory opinion from the International Court of Justice on whether the US is required to enter arbitration.

Resolution 42/230 (23 March 1988) Report of the Committee on Relations with the Host Country : Deplores the US's non-compliance with the UN-US Headquarters Agreement by preventing the PLO's UN Observer Mission from establishing facilities needed for it to carry out its Mission's official functions. Determines Title X of the Foreign Relations Authorization Act "is contrary to the international legal obligations" of the US. Reaffirms there is a dispute regarding interpreting the Agreement and, per the Agreement, requests the US name an arbitrator to the arbitral tribunal.

Resolution 42/232 (13 May 1988) Report of the Committee on Relations with the Host Country : Notes the International Court of Justice's unanimous advisory opinion that the US, as a party to the UN-US Agreement regarding UN headquarters, is obliged to submit to arbitration to settle a dispute between the two. Notes the Court recalled "'the fundamental principle of international law that international law prevails over domestic law.'" Endorses the opinion. Urges the US, the UN's host, "to abide by its international legal obligations" and act according to the advisory opinion.

Resolution 43/3 (17 October 1988) Co-operation between the United Nations and the League of Arab States : Promotes more cooperation between the League of Arab States and the UN to serve their mutual interests and UN Charter purposes, by: strengthening peace, disarmament, decolonization, and self-determination; and eradicating racism and racial discrimination. Appreciates the League's desire to develop ties for peace and security and to cooperate to implement UN Resolutions. Recommends an agreement regarding the two organizations' cooperation.

Resolution 43/21 (03 November 1988) The uprising (intifadah) of the Palestinian people : Condemns Israel's human rights violations in the occupied territories, including its army and settlers shooting civilians, beatings, breaking bones, deportations, restrictive economic measures, home demolitions, collective punishment and detentions, and denying the media access. Deplores its disregard for SC decisions. Reaffirms the occupation does not alter the territories' legal status. Demands Israel stop violating the Geneva Convention on protecting civilians during war. Invites the UN system, states, the media, and others to enhance their support for the Palestinians.

Resolution 43/48 (30 November 1988) Report of the Committee on Relations with the Host Country : Recalls the UN Charter, Article 105, the 1947 UN-US Agreement regarding the UN Headquarters, and the General Assembly's invitation to the PLO to participate as an observer. Affirms Members' and observers' right to freely choose their delegates. Deplores the UN host country's, the US's, failure to approve PLO delegate Yasser Arafat's visa, in "violation of the international legal obligations of the host country." Urges the US to reverse the decision.

Resolution 43/49 (02 December 1988) Report of the Committee on Relations with the Host Country : Recalls a resolution, urging the UN host country to abide by the 1947 UN-US Agreement regarding the UN Headquarters. Reaffirms PLO Chairman Yasser Arafat and other persons' right, under that Agreement, to enter the US without impediment, to go to the UN Headquarters. Urges the US to reverse its denial of Mr. Arafat's visa. Requests the Secretary-General implement the resolutions, and authorizes him to change the Geneva UN Office's schedule as needed.

Resolution 43/54 (A-C) (06 December 1988) The situation in the Middle East : Condemns Israel's aggression, settlements, annexations, imposing its laws on the Golan Heights, land confiscation, water diversion, imposing its citizenship on Syrians, collaboration with South Africa, and "other terrorist, aggressive and repressive measures." Rejects accords violating Palestinian rights. Notes Israel's violations of international law and that it "is not a peace-loving Member State." Calls for its isolation. Reiterates the need for its withdrawal from the occupied territories. Calls for a UN sponsored peace conference.

Resolution 43/57 (A-J) (06 December 1988) United Nations Relief and Works Agency for Palestine Refugees in the Near East : Calls on Israel to return the displaced, stop obstructing their return, release arbitrarily detained refugees, and stop both destroying shelters and removing refugees. Declares conditions on the refugees' right to return void. Asks the Secretary-General to safeguard Arab assets in Israel. Expresses concern at the interruption of ration distribution. Requests funds and aid for Palestinians' higher education. Recalls Israel is responsible for Palestinians' safety in the occupied territories under the Geneva Convention.

Resolution 43/60 (06 December 1988) Questions relating to information : Makes recommendations for a "new world information and communication order," including balanced information and a "diversity of sources." Recalls the right to freedom of opinion and to impart information. Stresses the need to disseminate information on UN actions to end racism, aggression, and foreign domination. Stresses the need to accurately portray the struggle of Palestinians in territories Israel occupied since 1967 to attain their "inalienable national rights."

Resolution 43/65 (07 December 1988) Establishment of a nuclear-weapon-free zone in the region of the Middle East : Again promotes a nuclear-arms-free-zone in the Middle East. Calls for the relevant countries to take steps to implement the zone. Calls for them to reciprocally declare that they will not acquire nuclear arms, to place their nuclear facilities under IAEA safeguards, and to declare support for the zone. Reaffirms states' right to develop nuclear energy for peaceful purposes and the need to stop attacks on nuclear facilities. Requests a study on effective measures to establish the zone.

Considers Israel's brutal suppression of the intifadah a serious threat to peace. Condemns its constant violations of Palestinians' fundamental rights and Israel's expansionism. Condemns South Africa's illegal, occupationist, and racist regime for repression, torture, bombing, murder squads, and other aggression. Denounces Israel and South Africa's collusion.

Resolution 43/160 (09 December 1988) Observer status of national liberation movements recognized by the Organization of African Unity and/or by the League of Arab States : Decides to enhance the UN observer status of the Palestine Liberation Organization and the South West Africa People's Organization, by circulating and issuing their communications on General Assembly work issued directly as official documents, without an intermediary.

Resolution 43/175 (A-C) (15 December 1988) Question of Palestine : Promotes respect for and awareness of Palestinians' rights. Awaits Security Council action on committee recommendations. Appreciates observances of the day of solidarity with Palestinians. Requests that the UN continue to disseminate relevant information, including articles on Israel's violations of Arabs' human rights in the territories. Requests the Division for Palestinian Rights pay special attention to the plight of Palestinian children in the occupied territories.

Resolution 43/176 (15 December 1988) Question of Palestine : Requests an International Peace Conference on the Middle East under UN auspices, with the PLO on equal footing, and including Palestinian self-determination. Affirms the following principles for comprehensive peace: Israel's withdrawal from territory occupied since 1967, including Jerusalem; security for all States in the area; resolving the Palestinian refugee problem according to GA resolutions; dismantling Israeli settlements; and guaranteeing access to Holy Places.

Resolution 43/177 (15 December 1988) Question of Palestine : Acknowledges the Palestine National Council's November 15, 1988 proclamation of the State of Palestine. Affirms the necessity of Palestinian sovereignty over their territory that Israel occupied since 1967. Decides the UN system will use the designation "Palestine" rather than "Palestinian Liberation Organization" beginning December 15, 1988, without prejudicing the PLO's UN observer status and functions. Requests the Secretary-General implement the resolution.

Resolution 43/178 (20 December 1988) Assistance to the Palestinian people : Condemns Israel's brutal economic and social policies in the occupied territories. Calls for aid to Palestinians, including preferred treatment for their exports, development projects, and surgeons. Stresses this is no substitute for a just solution and that the Palestinians' economy cannot develop under occupation. Regrets the UN economic and social assistance program was not developed, as the GA requested. Urges aid only to benefit Palestinians, not to prolong the occupation.

Resolution 43/233 (20 April 1989) Question of Palestine : Once again reaffirming the applicability of the Geneva Conventions IV (1949), condemns the Israeli military killing of unarmed civilians, including most recently in Nahhalin, which are in violation of the Geneva Conventions IV (1949), and requests the UN Security Council to urgently find a way to provide international protection for the Palestinian civilians in the occupied territories, and to expedite the convening of the International Peace Conference on the Middle East, as per UN General Assembly resolution 43/176.

Resolution 44/2 (06 October 1989) The uprising (intifadah) of the Palestinian people : Aware of the Palestinian Intifada, which is gaining worldwide acceptance and sympathy, and reaffirming the applicability of the Geneva Conventions IV (1949), condemns the killing and wounding of defenseless Palestinian civilians, including most recently in Beit Sahour, which are in violation of the Geneva Conventions IV (1949), and condemns Israel's continuing disregard of relevant UN Security Council resolutions, and reaffirms that Israel's occupation does not change the legal status of the territories it occupies (including Jerusalem), urges the High Contracting parties to the Geneva Conventions to get Israel to respect the Conventions, and the UN Security Council to take steps to provide international protection for Palestinian civilians in the occupied territories, and urges the media and all organizations and nations to support the Palestinian people.

Resolution 44/7 (17 October 1989) Co-operation between the United Nations and the League of Arab States : Noting with appreciation the developing relation between the UN and the League of Arab States, including the recommendations developed at the Conference in Amman of November, 1980, and the meetings held at Tunis in 1983 and Geneva in 1988, and having heard the statement of the Permanent Observer to the UN General Assembly of the League of Arab States, commends the UN Secretary-General for his follow-up on the proposals from these meetings and efforts to strengthen the relationship with the League, and suggests that a General Meeting beheld every 3 years with the League, and that all member-nations increase contacts and mutual projects with the member-nations of the League of Arab States.

Resolution 44/40 (04 December 1989) The situation in the Middle East : Section A:  Reaffirms the need to support the decisions of the recent Arab Conferences of 1981 and 1982, and that the sole representative of the Palestinian people is the Palestine Liberation Organization which should be allowed to participate in negotiations on an equal basis, and to convene soon the International Peace Conference on the Middle East, and the applicability of the Geneva Conventions IV (1949), and thus reaffirms that the conflict in Palestine is the core of the Middle East conflict, and that the inalienable national rights of the Palestinian people must be recognized (including right-of-return and right of self-determination), and Israel must immediately and unconditionally withdraw from the occupied territories; condemns and deplores that occupation as a violation of the UN Charter, UN resolutions and international law, including imposing its laws over the Golan Heights, and diversion of water resources for its own purposes, and considers that the agreements between the USA and Israel to supply arms and substantial economic aid and free trade agreement and build its nuclear capabilities, have encouraged Israel to pursue its aggressive actions and threaten the peace efforts.  Calls for an end to all military and economic aid to Israel, and the setting up of a preparatory committee for the convening of the International Peace Conference on the Middle East. Section B:  Israel's actions clearly show it is not a peace-loving nation and that it has not fulfilled its obligations as per the UN Charter, and thus strongly condemns Israel's violation of UN Security Council resolution 497 (1981) and General Assembly resolutions 226B, ES 9/1, 123A, 180A, 146B, 162B, 168B, 209C AND 43/54B, and declares again Israel's imposition of its laws on the Golan Heights and annexation of Jerusalem, as violations of international law, and deplores the veto vote in the UN Security Council that prevented the Council from taking action against Israel, and condemns continued aid to Israel that supports its aggressive actions, and calls upon once again for all member-nations to suspend all economic and military aid to Israel, and severe diplomatic and trade and cultural relations with Israel. Section C:  Recalling previous resolutions voiding Israel's legal actions changing the status of Jerusalem, including passing the "Basic Law: Jerusalem", reaffirms this was illegal and thus is void, and deplores those States that transferred their diplomatic missions to Jerusalem in violation of Security Council resolution 478 (1980), and calls for them to obey this resolution.

Resolution 44/41(A-C) (06 December 1989) Question of Palestine : Considering and appreciating the report of the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People, endorses again the Committee's recommendations, including the implementation f the UN Programme of Action for the Achievement of Palestinian Rights, and requests the Committee to publicize its findings and recommendations to increase international awareness of the situation, and to support the efforts of the Division for Palestinian Rights of the UN Secretariat and the UN Division of Public Information of the UN Secretariat to support these goals, including arranging special trips for journalists, encourages all member-nations to support these efforts, including observation of the International Day of Solidarity with the Palestinian People.

Resolution 44/42 (06 December 1989) Question of Palestine : Aware of how Israeli occupation policies are making things more serious in the occupied territories, and the ongoing uprising (Intifada) of the Palestinian people, calls once again for the convening of the International Peace Conference on the Middle East, with the equal participation of all parties including the PLO, reaffirms that Israel should completely withdraw from Palestinian territory, that all states including Israel should be able to exist in peace within clearly defined borders, that all Israeli settlements should be dismantled, that Holy Places should be accessible, and that following withdrawal, the occupied territories should be temporarily be placed under UN control.

Resolution 44/47(A-K) (08 December 1989) United Nations Relief and Works Agency for Palestine Refugees in the Near East.  Section A -   Assistance to Palestine refugees.  Section B - Working Group on the Financing of the United Nations Relief and Works Agency for Palestine Refugees in the Near East.  Section C - Assistance to persons displaced as a result of the June 1967 and subsequent hostilities.  Section D - Offers by Member States of grants and scholarships for higher education, including vocational training, for Palestine refugees.  Section E - Palestine refugees in the Palestinian territory occupied by Israel since 1967.  Section F - Resumption of the ration distribution to Palestine refugees.  Section G - Return of population and refugees displaced since 1967.  Section H - Revenues derived from Palestine refugee properties.  Section I - Protection of Palestine refugees.  Section J - University of Jerusalem "Al-Quds" for Palestine refugees.  Section K - Protection of Palestinian students and educational institutions and safeguarding of the security of the facilities of the United Nations Relief and Works Agency for Palestine Refugees in the Near East in the occupied Palestinian territory : Section A -- Noting that repatriation or compensation for Palestinian refugees has not occurred yet, despite efforts of the UN Conciliation Commission and UNRWA, calls attention to the financial crisis of UNRWA and asks all member-nations to help out, and extends the mandate of UNRWA about 3.5 years.  Section B -- Commends the work of the Working Group on the Financing of UNRWA, and asks it to continue.  Section C -- reaffirms the mission of UNRWA to provide humanitarian relief to Palestinian refugees, and asks all member-nations to help out.  Section D -- asks all nations and groups to help with the educational and vocational training needs of the Palestinian refugees, including the proposed University of Jerusalem "Al-Quds".  Section E -- strongly repeats demand that Israel cease demolishing refugee shelters and transferring refugees far from their homes, and requests the UN agencies continue registering refugees and issuing them refugee ID cards.  Section F -- regrets the interruption of the UNRWA general ration program for refugees for financial reasons, and asks all nations and groups to help out with this.  Section G -- reaffirms inalienable right of all refugees to return to their homes, and declares null and void any efforts to interfere with this.  Section H -- requests UN to facilitate protection of Palestinian properties and lands within Israel, and to attempt to make sure the owners get the income derived from that land, and asks all member-nations to help with this.  Section I -- Calls upon Israel to secure the safety of Palestinian refugees throughout area as per its obligations under the Geneva Conventions IV (1949), including release of Palestinians arbitrarily imprisoned, and welcomes the efforts of UN in Lebanon to rebuild houses damaged by Israel, and asks Israel to reimburse the agency for this effort.  Section J -- Emphasizes the need for all nations including Israel to help the Palestinian educational system recover, and especially to proceed with building the University of Jerusalem "Al-Quds".  Section K -- Condemns Israeli raids on the offices of UNRWA and on schools killing and wounding students, and closing the schools, and demands Israel stops and reopens the schools.

Resolution 44/48(A-G) (08 December 1989) Report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Population of the Occupied Territories : Aware of the significant international support for the Palestinian Intifada, and commending the work of the UN Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Population of the Occupied Territories, deplores Israel continuing to deny access to the occupied territories to the Committee, and reaffirms that the occupation itself is a grave violation of Palestinian human rights, and condemns Israel continued violations of the Geneva Conventions (IV) (1949) (which includes the settlements and imposing Israeli citizenship on inhabitants of the Golan Heights) and other international laws, which are war crimes, which include: (1) annexation of occupied territories, (2) imposition of Israeli laws upon Golan Heights, (3) illegal imposition of taxes and levies, (4) building of Israeli settlements on Palestinian lands and importing Israeli population into them, (5) Eviction and deportation and displacement and transfer of Palestinians from their own lands, (6) expropriation of Palestinian land and property for Israeli use, (7) transforming historic and cultural and religious sites, especially in Jerusalem, (8) pillaging historic and cultural sites, (9) destruction of Palestinian homes, (10) collective punishment including mass arrests and administrative detention without charges or trial, and ill treatment of Palestinians, (11) torture, (12) interference with religious and family freedoms and rights and practices, (13) interference with education and health and economic systems of the Palestinian communities, (14) interference with freedom of movement, (15) illegal exploitation of Palestinian natural resources and labor, (16) and strongly condemns the following -- (a) "iron-fist" policy against the Palestinian civilians, (b) escalation of Israeli brutality, (c) ill-treatment and torture and imprisonment of children, (d) closure of trade unions and attacks on hospitals, (e) interference with freedom of the press (both Palestinian and international), (f) killing and wounding defenseless demonstrators, (g) breaking of bones of defenseless civilians, (h) house and town arrests, (i) use of toxic gases killing many Palestinians.  Also condemns the arming of Israeli settlers who perpetrate crimes against Palestinians.  Reaffirms that all efforts by Israel to change the status of occupied territories are illegal and null and void.  Calls upon Israel to allow reopening of the Roman Catholic Medical Facility & Hospice in Jerusalem.  Condemns Israel's interference with the work of the Committee.  Changes name of the Committee to "the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories".

Resolution 44/79 (08 December 1989)  Importance of the universal realization of the right of peoples to self-determination and of the speedy granting of independence to colonial countries and peoples for the effective guarantee and observance of human rights : Reaffirming implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples contained in its resolution 1514 (XV) (1960), and bearing in mind the findings of the International Conference on the Alliance between South Africa and Israel, held in Vienna in 1983 (and condemns that alliance), and all the UN resolutions condemning South Africa and its apartheid system including "bantustanization", and the many UN programs in support of the Palestinian people, and alarmed at Israel's aggression against Lebanon, thus calls upon all member-nations to help implement UN resolutions supporting the liberation of colonial and oppressed peoples, reaffirms the legitimacy of peoples' struggles (including armed struggle) against colonialism and oppression, and reaffirms the inalienable rights of the Palestinian people including self-determination, national independence, territorial integrity, national unity and sovereignty without foreign interference, and condemns governments that do not support this. Calls upon Israel to halt deportations of Palestinian civilians and release detainees, and condemns Israel's expansionist activities and violations of Palestinian human rights.  Urges all member-nations to give support to the Palestinian people through the PLO.

Resolution 44/108 (15 December 1989) Establishment of a nuclear-weapon-free zone in the region of the Middle East : Urges all parties in the Middle East to take serious steps toward establishing a nuclear-weapon-free-zone throughout the Middle East, and to place all of their nuclear facilities under the IAEA safeguards.

Resolution 44/121 (15 December 1989) Israeli nuclear armament : Repeats its condemnation of Israel's continuing production of nuclear weapons in violation of previous UN resolutions, and its cooperation with South Africa, and its refusal to place its nuclear facilities under IAEA safeguards, also in violation of previous UN resolutions, and calls upon all nations to not cooperate with Israel in the nuclear field.

Resolution 44/174 (19 December 1989) Living conditions of the Palestinian people in the occupied Palestinian territory : Calls for Israel to immediately stop negative social and economic programs against the Palestinian people in the occupied territories, noting the deterioration of Palestinian society under the occupation, and rejects Israel's expansionist plans for the Israeli settlements as detrimental to the Palestinian people.  Calls for extra funds to finance study of the economic state of the Palestinian people under the Israeli occupation.

Resolution 44/180 (19 December 1989) Assistance for the reconstruction and development of Lebanon : Calls upon all nations and groups and agencies to help with the reconstruction and development of Lebanon.

Resolution 44/187 (21 December 1989) Financing of the United Nations Disengagement Observer Force : Concerned about the financial crisis of the UN Disengagement Observer Force, decides to appropriate to the Special Account for the Force approximately $18 million, suspends some regulations of the UN Financial Regulations specifically for this cause, and asks all member-nations to help out with this.

Resolution 44/188 (21 December 1989) Financing of the United Nations Interim Force in Lebanon : Concerned about the financial crisis of the UN Interim Force in Lebanon, decides to appropriate to the Special Account for the Force $142 million, suspends especially for this purpose some regulations of the UN Financial Regulations, and asks all nations to help out with this.

Resolution 44/235 (22 December 1989) Assistance to the Palestinian people : Rejecting Israel's restrictions on international aid to the Palestinian people, and the worsening conditions of the Palestinian people under the Israeli occupation, asks all nations and groups to increase aid to the Palestinian people, and to give special consideration to Palestinian exports and imports, and to undertake development projects in the occupied territories for the sake of the Palestinian people.
