Brief Summaries of UN Resolutions - Security Council, 1980-1989

Resolution 465 (1 March 1980) --    Recalling UN Security Council Resolutions 237, 252, 267, 271 and 298, and affirming that the Geneva Conventions relative to the Protection of Civilian Persons in Time of War (1949) are applicable to the Israeli occupation of adjacent Arab lands including Jerusalem, and bearing in mind the need to protect the occupied lands and holy places, the Security Council strongly deplores Israel's refusal to cooperate with the Security Council Commission investigating Israeli settlements, and its formal rejection of UN Security Council Resolutions 446 and 452 supporting its settlement policy in adjacent Arab lands. The Security Council also strongly deplores Israel refusing travel rights to Mayor Oawasma of Hebron to meet with the Security Council. Thus the Security Council calls upon Israel to halt its settlement policy, dismantle present settlements, and not build any more, and calls upon all member-states not to support Israel's settlement policy in the adjacent Arab territories.

Resolution 467 (24 April 1980) --  Confirming that the UN Interim Force (UNIFIL) is only a defensive force, and condemning all violations of Lebanon's sovereignty and territory and political independence, the Security Council condemns Israel's "military intervention" in Lebanon violating the General Armistice Agreement (1949), its support for "de facto military groups", its interference with the UN Truce Supervision Organization, and its violation of the above resolutions, its violence and obstruction against the UN Interim Force. The Council condemns the shelling of the UNIFIL headquarters and field hospital, and requests the parties convene a meeting of the Mixed Armistice Commission to reactivate the General Armistice Agreement.

Resolution 468 (8 May 1980) --  Recalling the Geneva Conventions Relative to the Protection of Civilian Persons in Time of War (1949), the Security Council calls upon Israel to facilitate the return of the expelled Palestinian elected leaders.

Resolution 469 (20 May 1980) -- Recalling Geneva Conventions Relative to the Protection of Civilian Persons in Time of War (1949), particularly articles 1 and 49 (forbidding deportations), the Security Council strongly deplores Israel’s failure to implement UN Security Council Resolution 468, and calls again upon Israel to rescind illegal expelling of Palestinian leaders, and facilitate the return of the Mayors of Hebron and Halhoul, and the Sharia Judge of Hebron.

Resolution 470 (30 May 1980) -  Security Council renews the charter of the UN Disengagement Observer Force, and calls upon all parties to immediately implement UN Security Council Resolution 338.

Resolution 471 (5 June 1980) --  Recalling UN Security Council Resolutions 468 and 469, and reaffirming that the Geneva Conventions are applicable to the Israeli occupation of adjacent Arab lands including Jerusalem, and UN Security Council Resolution 465 saying that all changes Israel has made to the status of Jerusalem are invalid, the Security Council is shocked at and condemns the assassination attempts against the elected Mayors of Nablus, Ramallah and Al Bireh, and is alarmed that Israeli settlers are now allowed to carry guns and expresses deep concern that Israel has failed to protect the Arab inhabitants, and those harmed by the settlers should receive compensation. Calls upon all member-nations not to support Israel's settlement policy, and reaffirms "the overriding necessity to end the prolonged occupation of Arab territories occupied by Israel since 1967, including Jerusalem".

Resolution 474 (17 June 1980) --  Recalling UN Security Council Resolutions 425, 426, 427, 434, 444, 450, 459 and 467, and the Security Council call for strict respect of Lebanon's territorial integrity, sovereignty and political independence, and commending the performance of the UN Interim Force (UNIFIL), the Security Council decides to renew the UNIFIL mandate 6 more months. The Security Council strongly condemns actions against the UNIFIL. But the Security Council notes the parties convening a meeting of the Mixed Armistice Commission, and urges all and other member-states to support this effort.

Resolution 476 (30 June 1980)  --  Reaffirming that the acquisition of territory by force is inadmissible, and bearing in mind the specific status of Jerusalem, and the need to protect its holy sites and character. Recalling the Geneva Conventions Relative to the Protection of Civilian Persons in Time of War (1949), the Security Council "deploring the persistence of Israel in changing the physical character, demographic composition, institutional structure and the status of the Holy City of Jerusalem", the Security Council reaffirms that all legislative and administrative measures Israel has taken to change the status of Jerusalem have no validity, and are a flagrant violation of the Geneva Conventions, and a serious obstacle to the peace efforts. The Security Council urgently calls upon Israel to abide by the relevant UN Resolutions, and that the Security Council is determined to take the next steps if Israel does not comply.

Resolution 478 (20 August 1980) --  Reaffirming again that acquisition of territory by force is inadmissible, and deeply concerned about the Knesset enacting the "Basic Law: Jerusalem" proclaiming changed status for Jerusalem, and thus Israel not complying with UN Security Council Resolution 476, the Security Council censures in the strongest terms Israel's enactment of this Law, and affirms that this law violates the Geneva Conventions Relative to the Protection of Civilian Persons in Time of War (1949), and determines that all such legislative and administrative measures taken by Israel "are null and void and must be rescinded forthwith", and that these measures constitute a serious obstacle to the peace efforts. The Security Council decides not to recognize this Law, and call upon all member-nations to accept this decision, and asks all member-nations with diplomatic missions in Jerusalem to withdraw them from that city.

Resolution 481 (26 November 1980) --  The Security Council calls upon all parties in the conflict to work toward immediate implementation of UN Security Council Resolution 338, and renews the mandate of the UN Disengagement Observer Force 6 more months.

Resolution 483 (17 December 1980) --  Recalling UN Security Council Resolutions 425, 426, 427, 434, 444, 450, 459, and 474, and reaffirming the necessity of strict respect for the territorial integrity, sovereignty, unity and political independence of Lebanon, the Security Council decides to renew the mandate of the UN Interim Force (UNIFIL) for 6 more months, and expresses support for the efforts of the Lebanese government to regain its own territory. The Security Council commends the commencement of the preparatory meeting of the Mixed Armistice Meeting. The Security Council reaffirms its determination to help the UNIFIL overcome the obstacles to its mission.

Resolution 484 (19 December 1980) --  Expressing its grave concern over the expulsion of the Mayors of Hebron and Halhoul, the Security Council reaffirms the applicability of the Geneva Conventions Relative to the Protection of Civilian Persons in Time of War (1949) to Israel’s occupation of adjacent Arab territories. The Security Council calls upon Israel to adhere to those Conventions, and declares it is imperitive that Israel allow those Mayors to return to their homes and duties.

Resolution 485 (22 May 1981)  --  The Security Council calls upon all parties in the conflict to immediately implement UN Security Council Resolution 338, and renews the mandate of the UN Disengagement Observer Force for 6 more months.

Resolution 487 (19 June 1981) --  Fully aware of Iraq’s membership and compliance with the Treaty on the Non-Proliferation of Nuclear Weapons since its beginning. Noting furthermore Israel’s refusal to join and adhere by the treaty. The Security Council is now deeply concerned about Israel’s pre-meditated attack on the Iraq’s nuclear facility. The Security Council considers the attack to be a violation of article 2 of the UN Charter, a threat to the mission of the International Atomic Energy Agency, and a threat to peace efforts in the Middle East, and strongly condemns the attack,. The Security Council calls upon Israel to refrain from future attacks, and to join the treaty. The Security Council recognizes the right of Iraq and other countries to develop nuclear programs under the guidance of the IAEA, and is entitled to redress for the damage caused by the attack, which Israel has taken responsibility for.

Resolution 488  (19 June 1981) --  Recalling UN Security Council Resolutions 425, 426, 427, 434, 444, 450, 459, 467, and 483, and noting UN guidelines for the UN Interim Force (S/14537) including that the force is only a defensive military unit, the Security Council reaffirms the importance of strict respect for the territorial integrity, unity, sovereignty and political independence of Lebanon, supports Lebanon's efforts to regain its territory, condemns all actions against the UN Interim Force (UNIFIL) including killing its members, and commends its efforts and its supporters. Thus the Security Council renews the mandate of the UNIFIL for 6 more months.

Resolution 490  (21 July 1981) --  Reaffirming its commitment to strict respect for the territorial integrity, sovereignty and independence of Lebanon, the Security Council calls for an immediate end to all armed attacks.

Resolution 493 (23 November 1981) --  The Security Council calls upon all parties of the conflict to immediately implement UN Security Council Resolution 338, and renews the UN Disengagement Observer Force 6 more months.

Resolution 497 (17 December 1981)  --  Reaffirming that the acquisition of territory by force is inadmissible, as per the UN Charter and international law, and that the Geneva Conventions Relative to the Protection of Civilian Persons in Time of War (1949) apply to Israel’s occupation of the Golan Heights, the Security Council decides that Israel’s decision to impose its laws on the Golan Heights is null and void and without international legal affect, and demands that Israel rescind its decision immediately.

Resolution 498 (18 December 1981)  --  Recalling UN Security Council Resolutions 425, 426, 427, 434, 444, 450, 459, 467, 474, 483, 488 and 490, and the importance of strict respect for the territorial integrity, sovereignty and political independence of Lebanon, decides to establish immediately a UN Interim Force (UNIFIL) for Southern Lebanon to confirm Israel's withdraw from that region. Calls for Israel to immediately cease all military action, and withdraw from Lebanon. Condemns all actions interfering with the UNIFIL, commends its efforts and the states supporting it, and renews its mandate for 6 more months. Supports efforts by Lebanon to regain its territory.

Resolution 500 (28 January 1982) --  Having considered the unanimity amongst some of the permanent Security Council members considering the question of Palestine, the Council votes to have an emergency special session.

Resolution 501 (25 February 1982) --  Recalling UN Security Council Resolutions 425, 426, 427, 434, 444, 450, 459, 467, 474, 483, 488, 490 and 498, and requests and reports from Lebanon and the UN Secretary-General, the Security Council agrees to increase the UN Interim Force from 6000 to 7000. The Security Council also calls upon the parties to continue with meetings of the Mixed Armistice Commission working toward reactivation of the General Armistice Agreement between Lebanon and Israel.

Resolution 506 (26 May 1982) --  The UN Secretary-General calls upon all parties of the conflict to immediately implement UN Security Council Resolution 338, and renews the UN Disengagement Observer Force for 6 more months.

Resolution 508 (5 June 1982) --  Recalling UN Security Council Resolutions 425, 426 and 501, and gravely concerned about the deteriorating conditions and violations of Lebanon’s territory, calls upon all parties to cease immediately and simultaneously all military actions in Lebanon, and requests all member-nations to use their influence, where possible, to get the parties to comply.

Resolution 509 (6 June 1982) --  Reaffirming the need for strict respect of Lebanon’s territorial integrity, sovereignty and political independence, the Security Council demands that Israel withdraw its forces immediately and unconditionally from Lebanon, and demands all parties obey UN Security Council Resolution 508 obeying an immediate and simultaneous cease-fire. Calls upon all parties to the conflict to communicate with the UN Secretary-General their response to this resolution within 24 hours.

Resolution 511 (18 June 1982) --  Recalling UN Security Council Resolutions 425, 426, 427, 434, 444, 450, 459, 467, 483, 488, 490, 498 and 501, and reaffirming 508 and 509, and bearing in mind not to aggravate the situation any more, the Security Council renews the mandate of the UN Interim Force (UNIFIL) for 2 more months, and authorizes the UNIFIL to carry out additional tasks (humanitarian and administrative) besides supervising military withdraw and cease-fire. Calls upon all to cooperate with the UNIFIL.

Resolution 512 (19 June 1982) --  Deeply concerned about the suffering of the Lebanese and Palestinian civilian populations, the Security Council calls upon all parties to the conflict to respect the rights of the civilian populations, and to cooperate with the international and UN relief agencies in alleviating their suffering. Calls upon all member-nations to assist these agencies in their tasks.

Resolution 513 (4 July 1982) --  Alarmed by the suffering of the Lebanese and Palestinian civilian populations in Southern Lebanon and Beirut, and referring to the humanitarian principles of the Geneva Conventions of 1949 and Hague Conventions of 1905, and reaffirming UN Security Council Resolutions 508, 509, and 512, the Security Council calls for all parties of the conflict to respect the civilian population, and to cooperate with the international and UN relief agencies toward the restoration of normal supplies of food, water, electricity and medical provisions.

Resolution 515 (29 July 1982) --  The Security Council demands that Israel immediately lift the blockade of the City of Beirut, so that the international aid organizations such as the International Committee of the Red Cross can help the civilian population.

Resolution 516 (1 August 1982) --  Reaffirming UN Security Council Resolutions 508, 509, 511, 512, 513, and 515, and alarmed by the intensification of military fighting around Beirut, the Security Council demands an immediate cease-fire, and authorizes the UN Secretary-General to deploy UN observers, as requested by Lebanon.

Resolution 517 (4 August 1982) --  “Deeply shocked by the deplorable consequences of the Israeli invasion of Beirut on 3 August 1982”, the Security Council once again demands an immediate cease-fire, and censures Israel for failing to comply with the relevant UN Resolutions. The Security Council takes note of the PLO decision to remove its troops from Beirut, but calls upon Israel to move its troops back to positions held as of the cease-fire call.

Resolution 518 (12 August 1982) --  Recalling UN Security Council Resolutions 508, 509, 511, 512, 513, 515, 516 and 517, demands Israel and the other parties to the conflict observe the UN Resolutions calling for a cease-fire, and allow the relief supplies to get through to the civilian population in Beirut. The Security Council demands Israel cooperate with the UN observers.

Resolution 519 (17 August 1982) --  The Security Council decides to renew the mandate of the UN Interim Force for 2 more months, as well as carry out additional tasks (humanitarian and administrative), and calls upon all member-nations to cooperate with the UN Interim Force.

Resolution 520 (17 September 1982) --  Condemning the murder of Bashir Gemayel (President of Lebanon), and condemning Israel’s latest incusions into Beirut, the Security Council calls for Israel to return to its cease-fire positions, strictly respect the territorial integrity, sovereignty and political independence of Lebanon, and to respect the rights of the civilian population, and cooperate with the UN observers.

Resolution 521 (19 September 1982) --  Appalled by the massacre, the Security Council “condemns the criminal massacre of Palestinian civilians in Beirut”, and consequently increases the UN observers from 10 to 50, and insists that all parties cooperate with them.

Resolution 523 (18 October 1982) --  The Security Council decides to extend the mandate of the UN Interim Force (UNIFIL) for 3 more months, and insists that all parties not interfere with the UNIFIL, who is now authorized to carry out additional duties (administrative and humanitarian).

Resolution 524 (29 November 1982) --  The Security Council calls upon all parties to immediately implement UN Security Council Resolution 338, and renews the mandate of the UN Disengagement Observer Force for 6 more months.

Resolution 529 (18 January 1983) --   The Security Council decides to extend the mandate of the UN Interim Force 6 more months, and calls upon all to cooperate with it.

Resolution 531 (26 May 1983) --  The Security Council calls upon all parties to immediately implement UN Security Council Resolution 338, and to renew the mandate for the UN Disengagement Observer Force for 6 more months.

Resolution 536 (18 July 1983) --  Reiterating the necessity for the strict respect for the territorial integrity, sovereignty and political independence of Lebanon, the Security Council decides to extend the mandate of the UN Interim Force 3 more months, and calls upon all parties to cooperate with it.

Resolution 538 (18 October 1983) -- Reiterating the necessity for the strict respect for the territorial integrity, sovereignty and political independence of Lebanon, the Security Council decides to extend the mandate of the UN Interim Force 6 more months, and calls upon all parties to cooperate with it.

Resolution 542 (23 November 1983) --  Deeply concerned about the intensification of fighting and the deplorable loss of life in Northern Lebanon, the Security Council requests all parties to immediately accept a cease-fire, and cooperate with international relief agencies helping civilian populations around and in Tripoli.

Resolution 543 (29 November 1983) --  The Security Council calls upon all parties to immediately implement UN Security Council Resolution 338, and renews the mandate of the UN Disengagement Observer Force for 6 more months.

Resolution 549 (19 April 1984)  --  The Security Council decides to extend the mandate of the UN Interim Force 6 more months, and reiterates the necessity of strictly respecting the territorial integrity, sovereignty and political independence of Lebanon.

Resolution 551 (30 May 1984) --  The Security Council calls upon all parties to immediately implement UN Security Council Resolution 338, and renews the mandate for the UN Disengagement Observer Force for 6 more months.

Resolution 555 (12 October 1984) --  Re-emphasizing the necessity for strict respect of the territorial integrity, sovereignty and political independence of Lebanon, the Security Council decides to extend the mandate of the UN Interim Force for 6 more months, and calls for all the parties to the conflict to cooperate with them.

Resolution 557 (28 November 1984) --  The Security Council calls upon all parties to immediately implement UN Security Council Resolution 338, and renews the mandate for the UN Disengagement Observer Force for 6 more months.

Resolution 583 (18 April 1986)  --  Decides to extend mandate of United Nations Interim Force in Lebanon for another three months, and reiterates support for territorial integrity, sovereignty and independence of Lebanon.

Resolution 584 (29 May 1986) --  Calls upon all parties to implement immediately UN Security Council Resolution 338 (1973), and renews mandate of the United Nations Disengagement Observer Force for another six months.

Resolution 586 (18 July 1986) --  Decides to extend mandate of the United Nations Interim Force in Lebanon for another six months, and reaffirms the territorial integrity, sovereignty and independence of Lebanon.

Resolution 590 (26 November 1986) --  Calls upon the parties to implement immediately UN Security Council Resolution 338 (1973), and decides to renew the mandate of the United Nations Disengagement Observer Force for another 6 months.

Resolution 592 (8 December 1986) --  Reaffirms Geneva Conventions (1949) is applicable to occupied territories, strongly deplores Israeli Army killing Palestinian students, calls upon Israel to release persons detained in incident at Bir Zeit Univ. as per Geneva Conventions (1949).

Resolution 594 (15 January 1987)  --  Responding to request from Government of Lebanon, decides to extend mandate of the United Nations Interim Force in Lebanon, and reiterates its strong support for the territorial integrity, sovereignty and independence of Lebanon.

Resolution 596 (29 May 1987) --  To call upon all parties to implement immediately UN Security Council Resolution 338 (1973),and renew mandate of the United Nations Disengagement Observer Force for another six months.

Resolution 599 (31 July 1987) --  Responding to request from Lebanon government, decides to extend mandate of United Nations Interim Force in Lebanon for another six months, reiterates strong support for the territorial integrity, sovereignty and independence of Lebanon.

Resolution 603 (25 November 1987) --  Calls for immediate implementation of UN Security Council Resolution 338 1973), and decides to renew mandate of the United Nations Disengagement Observer Force for another six months.

Resolution 605 (22 December 1987) --  Deplores actions of Israel which interferes with Middle East peace, violates Palestinian human rights, including killing defenseless Palestinian civilians, reaffirms Geneva Conventions (1949) is applicable to Israeli occupation, and calls upon Israel to quit its violations of Geneva Conventions (1949).

Resolution 607 (5 January 1988) --   Reaffirms Geneva Conventions (1949) applies to the Israeli occupation, and calls upon Israel to stop deportations as per Geneva Conventions (1949).

Resolution 608 (14 January 1988) --  Expresses deep regret that Israel has violated previous resolutions concerning deportation, calls upon Israel to stop deportations of Palestinians.

Resolution 609 (29 January 1988) --  Responding to the request of Government of Lebanon, decides to extend mandate of the United Nations Interim Force in Lebanon for another six months, and reiterates support for the territorial integrity, sovereignty and independence of Lebanon.

Resolution 611 (25 April 1988) --  Vigorously condemns the Israeli aggression against Tunisia resulting in the death of Mr. Khalil El Wazir, violating the Charter of the UN.

Resolution 613 (31 May 1988) --  Decides to call upon all parties to implement immediately UN Security Council Resolution 338 (1973), and to renew the mandate of the United Nations Disengagement Observer Force for another six months.

Resolution 617 (29 July 1988) --  Responding to Government of Lebanon, the Security Council decides to extend mandate of United Nations Interim Force in Lebanon for another six months, and reiterates its support for the territorial integrity, sovereignty and independence of Lebanon.

Resolution 618 (29 July 1988) --  Condemns the abduction of Lieutenant-Colonel William Richard Higgins, of the United Nations Truce Supervision Organization, and demands his immediate release.

Resolution 624 (30 November 1988) --  Calls upon all parties to immediately implement UN Security Council Resolution 338 (1973), and to renew the mandate of the United Nations Disengagement Observer Force for another six months.

Resolution 630 (30 January 1989) --  Responding to letter from Lebanon rep., decides to extend mandate of United Nations Interim Force in Lebanon for another six months, and reiterates support for the territorial integrity, sovereignty and independence of Lebanon.

Resolution 633 (30 May 1989) --  Decides to call upon all parties to implement immediately UN Security Council Resolution 338 (1973), and to renew mandate of United Nations Disengagement Observer Force for another six months.

Resolution 636 (6 July 1989) --  Reaffirms applicability of Geneva Conventions (1949), deeply regrets continued deportations by Israel, and calls upon Israel to immediately return deportees to their homes.

Resolution 639 (31 July 1989) --  Responding to Government of Lebanon letter, decides to extend mandate of United Nations Interim Force in Lebanon for another six months, and reiterates support for territorial integrity, sovereignty and independence of Lebanon.

Resolution 641 (30 August 1989) --  Reaffirming that the Geneva Conventions (1949) applies to the Israeli occupation, deplores Israeli deportations and demands Israel immediately return those they have deported.

Resolution 645 (29 November 1989)  --  Decides to call upon all parties to implement immediately UN Security Council Resolution 338 (1973), and to renew mandate of United Nations Disengagement Observer Force for another six months.

1
