The primary tool in here is the spot healing tool.
Use the spot healing tool to darken the white blemishes
that are seen in the picture.

When all blemishes are okay, you'll now color
the background and the tie. To do this, you'll use
the Brush Tool. Choose the color of your brush then adjust
opacity that can be found in the options bar. Colorize
the part of image then do the same for the other part.
