Balconies and projections are normally designed for additional loads. Unfortunately they still seem to be the first to fail. Probably one does need to consider a little over design here.

Retaining structures are normally not designed for fluidized condition. In structures where damage can result in loss of  human lives, this condition should be considered, irrespective of the level of the water table.

Loss of friction between structure and soil on slopes is another condition which may be considered including for considering additional loads on adjacent buildings and their foundations.

Piers, and structures near banks could be placed in a manner that they can take advantage of existing features to withstand mudflows, etc.
