Proposition 71 asks voters if a new California
Institute of Regenerative Medicine should be
established and if funding should be regulated.
Proposition 71 will make stem cell research
constitutional, but prohibits the funding of human
cloning. It will also provide an initial bond of $3
million dollars to the institute. Funding will also
include bonds adding up to $3 billion dollars, but
the institute can only get $350 million annually.
If proposition 71 does not pass, funding will not
be mandatory. To get funding for stem cell research,
you must request it from Legislature or the Governor.
Either that, or find funding from other sources.

-Will add more money to California’s huge debt-
-No control of expenses
-Not even the Legislature or Governor can oversee spending
-Statistics show debt will increase from 33 billion to 50.75
billion dollars in just 14 months
-Many find using stem cells morally wrong
