CIRCULATION NETWORK

The existing circulation system of Kalayaan consists of network of linear and circumferential roads, which links the town's various settlements and other functional areas.
The National Road serves as the main ingress/egress road and the major development spine of the municipality. The two other barangays are linked to the towns center by the provincial and the barangay roads.

Just like other municipality, the grid type of road development is evident in the Poblacion.

ROAD NETWORK

As of 1995, the total road kilometer range accounts to 23.02 kilometers of which 30.89% are national roads; 38.18% are provincial roads; 18.5% are barangay roads. With a total land area of 4,660 hectares, the road density is 4.93 kms. of road per 1,000 hectares.

With regards to type of pavement, almost 72% are concreted; 19% asphalt paved and 9.0% earth filled.

DEVELOPMENT NEEDS

Considering the generally rural characteristic of the area, the total land area will be used to determine the adequacy and future requirements of roads. Thus, with a total land area of 4,660 hectares, and a total road kilometrage of 23.02 kms., the present road land ratio is 0.49 kms. per 100 hectares of land. With the standard of 1 kilometer for every 100 hectares, 23.58 kms. of additional road is needed to meet the standard requirement. Future additional needs should be based on feasible studies. Moreover, the improvement/upgrading/maintenance of the condition of existing roads and ridges must be given top priority.
