Schools

There are 6 elementary and 2 secondary schools in the Municipality of Kalayaan. All are public schools except two of the secondary schools. Each of the three (3) barangays plus the three (3) sitios of Barangay San Antonio namely: Magalolon, Kalayaan and Lunao has at least one (1) public elementary school. Two barangays of San Antonio and San Juan has complete secondary school each.

There is no tertiary school or facilities for higher learning within the municipality. College students go to Sta. Cruz, Los Baños, Paete and other nearby towns. Students coming from the more affluent families prefer to go to Metro Manila colleges and universities for their tertiary education.

School Sites

School sites are comparatively small and sub-standard in land area, except Magalolon Sitio Elementary School and Sitio Lunao Elementary School. San Antonio Elementary School is largest with 1.5 hectares while Sitio Kalayaan Elementary School is smallest with only 1,200 square meters. The school sites are suitably located and accessible to their respective service areas. Table 22 shows the type, location and area occupied by the different schools.

School Facilities

At present, there are 29 elementary school buildings. All three (3) sitios or barrio elementary schools have no practical arts building. The barangay high school has four (4) buildings.

All 28 school buildings are of permanent structures while that of Magalolon Sitio Elementary School is made of temporary structure. Table 23 shows the physical conditions of school buildings.

There is a total of 52 classrooms from the elementary schools and a total of 11 classrooms from the barangay high school. One (1) private secondary school have a total of 5 classrooms. Classroom-student ratio in the elementary level is 1:45 which is below the standard classroom-student ratio of 1:40. For the barangay high school, classroom-student ratio is 1:53. Table 24 shows the various school facilities in the different schools.

Teachers

As to numbers of teachers, there are 61 elementary school teachers. With the current elementary enrollees of 2314 teacher-student ratio is 1:37.

In the secondary level, teacher-student ratio is 1:47 considering that there are 18 teachers and 849 students. Student teacher and student-classroom ratios by school, by level is shown on Table 24.

School-Age Population

At present, Kalayaan has a total of 6,153 school age population representing 34% of the total population. From this, 45% (2,740) are elementary students belonging to the 7-12 age bracket, 26% (1,612) are high school students or 13-16 bracket, and 29% (1,801) are college students or 17-21 bracket. This figure is projected to reach 15,315 by the end of the planning period in 2010.

Table 26 shows the current and projected school-age population by level up to 2010.

Enrollment

As the current school year, there are 2314 students enrolled in the elementary level. Actual enrollment figure for the past four years in the same level increased by 1.02% or 49 students from school years 1990-1991 to 1992-1993. There was a slight decrease in enrollment in school year 1993-1994 by 2.7% or 62. San Juan Central Elementary School and San Antonio Elementary School accounted for the biggest number of enrollees during the same period.

For the secondary level, a total of 849 students are enrolled in the two secondary schools. Table 27 shows the enrollment for the last four years, 1990-1994.

Enrollment Participation Rate

As the current school year, the town has 84% elementary enrollment participation rate as indicated by the total elementary school enrollment of 2,314 students against the current elementary school-age population of 2,740.

For the secondary level, enrollment participation rate is 53%.

Development Needs and Problems

The municipality should have a total of 58 classrooms in the elementary level to meet the prescribed standard of 1:40 of the existing 52 classrooms, 2 rooms are under repair while 8 rooms need renovation. All classrooms do not have ceiling fans. By years 2000, the municipality will be needing an additional 35 classrooms to meet the projected elementary level enrollees of 3,714 students. At the end of the planning period in 2010, the municipality will be need another 78 classrooms for the projected elementary level enrollees of 7,820 students.

As to the teacher requirement, there is no current need for additional elementary level teachers. However, with the projected enrollment of 3,589 elementary students in the year 2000, the municipality should have 90 teachers to meet the standard of 1:40. By the end of the planning period, there should have been 171 teachers for the projected enrollees of 6,820 students. Table 28 shows the projected enrollment and teacher and classroom requirements up to 2010.

In terms of other school facilities, most of the elementary schools lack adequate facilities such as H.E. Room, library, canteen, basketball court, industrial room and toilet. Only San Juan Elementary School is lucky to have said facilities.
