Existing Situation

Public safety and protective services are provided for by the Kalayaan Municipal Police Station. The town has no fire protection force of its own but shares that of surrounding municipalities as the need arises.

General peace and order is enforced and maintained primarily by the Kalayaan Municipal Police Station. The station is manned by 10 policemen, 4 of whom are on detail to PAC while the remaining six (6) renders full-time services.

The size of the police force gives a proportion of one policeman serving 1,778 people, a ratio slightly below the standard 1:1000 population. Other groups that assist in the maintenance of peace and order in the municipality are the Barangays Tanods and private citizens.

There are no private security agencies in the town. Some of the industrial establishments hire their own security personnel from external sources.
Aside from the police headquarters stationed in the Poblacion, Barangay Longos and San Antonio are each provided with detachment outposts which are below standard functioning level. Only the headquarters housed in the municipal hall.

DEVELOPMENT NEEDS AND PROBLEMS

The protective services available to residents of the town are still not adequate. From the application of accepted standards, the projected need for basic protective services is shown in Table No. 33.

Current requirement for policeman is seven (7) considering that there is an existing ten (10) policemen. By the end of the planning period in 2010, the municipality should have a police complement of 44 to meet the standard of one (1) policeman per 1,000 populations.

Equally needed are police facilities, equipment and other accessories. At least one (1) vehicle should be provided to facilitate mobility for patrol purposes. Other requirements would be basic office equipment.

The town's history of zero fire occurrences does not preclude the necessity of having a fire force readily available when needed. Based on given standards, the municipality needs 44 firemen by the year 2010. Since hiring of firemen is not possible, there is a need to activate the Barangay Disaster Brigades and the Volunteer Fire Brigades.
