COMMUNICATION

The communication sector of Kalayaan features basic facilities such as postal, telegraph and other services.

POSTAL SERVICES

The Municipal Post Office, run locally by the Philippine Postal Corporation, takes charge of providing postal services in the municipality. These instantaneous communication services range from mail and stamp ministration to money order. It is housed at the ground floor of the municipal building.

Directly manning said office is one postmaster and two personnel. As of 1995, the two letter carries serves the entire population at a ratio of 1:8891, a proportin below standard of 1:5000.

The volume of transaction for 1993 and 1994 were 33,510 and 37,567 for maul received and 23,094 and 24,526 for maul dispatched respectively. These yield an income of P111, 481.00 and P155, 116.00. The post office has 1 mail car used for letter and parcel deliveries.

TELEGRAPH SERVICES

The telecommunication office likewise located at the ground floor of the municipal building is manned by a sale personnel. For the year 1993 and 1994, telegraph received were 1,348 and 1,510 while telegrams sent were 982 and 1,092 respectively. These yield an average income of 1,250.00.

OTHER COMMUNICATION SERVICES

Other communication facilities include a municipal telephone and radio systems.

With regards to broadcast media, the town clearly receives radio and television transmission. There is also a wide circulation of almost all newspaper and magazine publication within the town.

DEVELOPMENT NEEDS

Analysis of the existing situation has clearly pronounced the various problems/needs within the municipality. These are as follows:

1. Lack of personnel for the existing post office and telegraph office.

The current letter carrier- population ratio is 1:8891. Compared with the standard ratio of 1:50000, it is clear that the town has inadequate letter carriers. The current and projected letter carrier requirements are shown in the following table.

For 1995, there is a need for two additional letter carriers to meet the standard requirement of 4. Despite the absence of standard number of telegraphic personnel needed by the populace, it is, however, advisable to reinforce the existing personnel by at least 1 staff member. The additional member may take charge of delivering messages received to concerned residents, or may act as assistants to the senior personnel in their absence.

2. Lack of facilities

Lack is a need to upgrade/reinforce the present facilities in both offices. Modernization of equipment is likewise recommended for a more efficient and reliable service.
