Introduction:
The prevalence of drug
problem has been proliferating at geometrical ratio in Nepal and its neighboring
countries (India, Bangladesh). Addicts have been compelled the life of the
slaves of their habit, which in with dire consequences has affected them
physically and mentally, their family, community and educational institutions.
Number of NGOS in Nepal to eradicate this drug abuse problem have already begun
their implementation of control measures with different modalities.
Morang district is
situated in the eastern region of Nepal the southern part of which adjoins the
Indian province Bihar. The district profile is given below:

The problem of drug abuse has engulfed
almost every district of Nepal, like wise Morang district is no exception to
this horrifying effect. It is estimated that there are more than 4000 drug
addicts in Mooring and majority of them reside at Biratnagar which adjoins
Jogabani, (Bihar), the main center of drug supply for the youths of Biratnagar
and other parts of the 7 district. Most of the drug addicts visit Jogabani for
drug use (Tedijesic injection). Sharing of needles without sterilization is the
common practice of using drug. Thus, there is a high risk for transmission of
AIDS viruses from one person to another. These youths, therefore must be
rehabilitated counseled and treated to prevent HIV/Aids spread, make them
healthy and productive citizen. No single modality of treatment has been found
universal applicability. Treatment has to go with preventive education, medical
therapy, physical therapy, physiotherapy-therapy and religious activities etc.
Overall
Objectives:
To provide treatment
and rehabilitation facility to drug addicts with a view to make them healthy,
normal productive and useful citizens of the country.

A recent survey
conduced by HELP group August 5, 1999to August 20, 1999 shows that the total
number of drug addicts (except alcohol and its beverages) at Biratnagar is 2500.
The choice of the drug use is tedigesic injection(bupemorphine and most addicts
are from 15 to 35 years old. The socio-economic status of drug addicts are of
middle and low class (even taxi drivers, Riksha drivers). The main center for
drug use is adjoining Indian boarder, Jogabani (Bihar), India.
HIV/Aids
problem at Biratnagar.
Most of the drug
addicts are found using common syringes for injecting tedigesic injection.
Sterilinasion of syringe is not practiced at A.H. Instead, needles are cleaned
by spit by drug users. Thus, there is a high risk for transmission of HIV
through common needles.
Research survey
conducted by National Center for AIDS and STD control, Sanepa, Kathmandu in the
month of February 1999 shows that out of 100 drug addicts (IDUS) Sharing common
syringes 28 addicts have HTV positive in their blood and 39 have hepatitis C.
This number is alarming for the inhabitants of Biratnagar and other parts of
Mooring district because of easily transmitted nature of AIDS viruses through
blood transfusion and unsafe sexuality.
