Emanuel came to Germantown, PA with his parents in 1706 and was naturalized in 1729. Shortly after 1729 Emanuel was appointed Constable and Assessor of Cocalico Township, Lancaster Co., PA. In 1735 he was made Justice of the Peace and in 1747 Overseer of the Poor. He served on the Provincial Assembly from 1756-72 and was called "Mammy, the Lawgiver". In 1759 the Crown appointed Emanuel Presiding Judge of Common Pleas and in 1772 the State Supreme Executive Council continued this appointment when the Crown's appointments were superceded. Emanuel was a friend of Benjamin Franklin and worked with him in the cause of freedom. He became one of the Associators and was a member of the Committee of Safety in 1775. Emanuel was buried in Carpenter's Cemetery near Earlville. His will showed that he owned about 500 acres at that time.
