Comelec’s ‘no registration policy’ for squatters assailed

Two more militant party-list representatives assailed the Commission on Election’s reported policy of prohibiting the registration of “squatters” on the argument that allowing them to register would legitimize their illegal “residency” in both public and private lands.

Reps. Renato Magtubo of Partido ng Manggagawa (PM) and JV Bautista of Sanlakas supported the call of Akbayan Rep. Mario Aguja for Congress to conduct an investigation on this matter as similar reports from urban poor areas reach their offices.

“If these reports are true, the Comelec must be liable for committing this unlawful act,” Magtubo said, noting that “a squatter’s status in life does not preclude his/her enjoyment of political rights.”

Bautista on the other hand asserted that if there is such a kind of policy, it would be a blatant violation of the Constitution, saying that this right to vote has in fact recently been extended to migrant Filipinos under the Absentee Voting Law.

He doubts however, that there could be such an official policy by the Comelec. “What is going on must be part of a ‘grand strategy’ aimed at closing the pipeline of votes that would be coming from the urban poor areas.”

Magtubo and Bautista suspected that this plan could be part of Malacanang’s ‘dirty ops’ (dirty operations) in preparation for the 2004 elections.

“Everybody knows that if ever there would be elections, the poor will go against GMA,” the two solons concluded.
