"Known as Tony to his friends, Palermo was a founding member of Pacific Blue.  He was a fair and just commander who would do anything he could to help his officers.  His life became complicated when his 16 year old daughter, Jessie, came to Santa Monica to live with him in the Second Season episode, "Rapscallions".  She proved to be a handful and she and Palermo had many disagreements.  She was quoted as telling Victor, "even his rules have rules".  They always managed to work out their differences, however, and their relationship as father and daughter grew stronger.

Tony had a few  relationships during his tenure on the show.  The first was with Sheila , a restaurant owner.  They had broken up by the beginning of the second season, as he had a new girlfriend in "Rapscallions", one much younger than he was.  He also had a brief, one night, fling with his ex-wife, Helen, when she stayed with him after he discovered her new boyfriend was beating her in the Third Season episode, "Excessive Force".

Palermo eventually left the unit at the end of the Third Season, after realizing that he was burned out and his job wasn't something he loved to do anymore.  He went to Italy and hasn't been seen since.  Jessie was sent to live with her mother."
