Map Editor
Gtk
Radiant is the best available freeware mapping program for all Quake 3 engine
games. Gtk Radiant is not specialised for any one particular game and is ideal
for producing maps for total conversions or even brand new Q3 engine games!
More refined versions of the map editor such as EFRadiant for Elite Force and
WolfRadiant for Wolfenstein also exist so if you wish to map for those
particular games I recommend seeking and downloading a specialised version if
it is available.

Modeling Tool
Although Milkshape isn't
free, it is the very best program to use for all 3 dimensional modeling, as it
does support most common formats including *.obj *.lwo *.md3 *.cob and far
more!
Milkshape is suitable for both beginners and advanced users. A 30 day
