Download the revised Application Package version 3.7 as a MSWord97 document or as a PDF file.

Trying to determine impact the project will have on rates?  Download the Excel Spreadsheet we use (version 0.5).

    DBE-related info

    Download  an example resolution  establishing a ten percent verifiable percentage goal for minority participation.

    Download version 3.0.G of the Owner's Compliance Package (State), the OCP-S.  This OCP-S includes the State Special Conditions Package (SCP).  It incorporates changes due to The DOA's 1 NCAC 30 .0101 rules and Session Law 2001-496 (Senate Bill 914).  

    Download  version 3.1.i of the Federal Special Conditions Package as an MSWord file.  Download PDF (coming soon).

    Will we approve your DBE efforts?  Previously, you could download the checklists we used to evaluate the owner's and contractor's good faith efforts.  Now the checklists are incorporated into the SCPs. 

    Download  an example letter  wherein a woman can self-certify that her business is a woman-owned business enterprise (WBE).  This will no longer be acceptable for projects that accept federal funds after 25 May 2008 (but will continue to be available for projects whose federal funds predate 25 May 2008.

    Download a DRAFT Minority Business Participation Outreach Plan.  I shameless plagiarized from Wilson County, and placed it in the format used by the State Office of Construction (see below).  I guarantee nothing, and offer it only as a public service.

    Download the State Office of Construction's Interim Minority Business Participation Outreach Plan.  It is WAY more than most towns need, but offers good guidance and insights.  I used the format (see above).

    Download the memo establishing that the construction of utilities (e.g. water & sewer lines) is subject to Session Law 2001-496 (Senate Bill 914).
     

    Part B - related info

    Do you have the latest Part B? (4 April 2007)

    Will I approve your Part B?  Use the checklist on the last page of the instructions for Part B .

    Want to check your Part B's math?  Download the Excel Spreadsheet we use (DRAFT version 1.8).

    The  "Project Cash Flow Projection" (CFP-1) form is no longer required; I expect it to make a return some day.
     

    Payment-related info

    Since 1 March 2007, we don't handle payments.  Refer all payment questions to Construction Grants and Loans.  You can find contact information for Valerie Lancaster here at the 1 March 2007 item.

    Change Order-related info

    Download the memos originally establishing the criteria for a change order under the HUC grant program and under the DWSRF program, or download the unified memo.

    Download the simplest good (and the best simple) change order request I have received, as an example.
     

    Download Environmental Review documents:

    This section includes an overview of our environmental review requirements, and specific sections on environmental assessment and categorical exclusion (minimum criteria).

    US Fish & Wildlife Service has been taking such a long time to issue comments on proposals that we have negotiated blanket comments for projects in Eastern North Carolina.  You can download the email here. The Factsheets will be changed as soon as possible.

    Despite scuttlebutt to the contrary, PWS has not changed the rules we apply to environmental review.  We have changed the procedures we use to process environmental review.  You can download a memo clarifying this.

    DENR's requirements for performing an EA can be downloaded from this site or from  http://www.enr.state.nc.us/files/separ.pdf.
    The procedures requirements for submitting an Environmental Review are discussed in this factsheet.

    Last Things Last - the North Carolina Division of Air Quality Permit Writer Macro

    The macro is stored as a self-extracting .exe format, but is named as a .zip format to allow easy file management. You must rename it as .EXE to run it.
