We can define violence as every action done by one or many agents who have a specific purpose that might be manipulation or damage. Those aggressors want to cause different physic, psychological, moral and spiritual damage to their victim or victims. This is like a plague of ignominy.
Domestic violence is a pain and death circle for thousands of women. That directly affects women, children and their familiar environment. It gets started with a bad glance, constant critics, insults and then physic violence, later the death. This is violence against women that we can see in sexual, physic and psychological violence.
The aggressor or aggressors consciously or unconsciously exert their force and rights that have over their family. They show off their power, so that way they can do or undo whatever they want against their woman.
Because of her gender, woman is excluded; it’s not allowed to use their marital status, human rights, and fundamental liberties in the politic, economic social, cultural, religious, and civil spheres independently.
Any women can be a victim of domestic violence, in spite of their ethnic, age, sexual preference or social-economic level inheritance. Some ways of abuse are:
• Physical abuse (strike, cuts, burns with boiling Water, cigarettes, hot nails etc)
• Emotional abuse (insults, permanent critics, isolation, kidnaps, etc)
• Economic abuse ( economic blackmailing)
• Sexual abuse (aggressor forced women to have sex against their will, and participate in sexual acts that denigrate their personality. They kidnap women)
Violence against women and children has a strong psychological effect in their self esteem, destroying their capacity to behave by themselves, generating incompetence feelings. Women can not develop their creative ideas if they are damaged with physical or psychological wounds. Violence against women is a violation of the human rights and the fundamental liberties. It’s an offense to human dignity and is a manifestation of the power relationships historically unequal between women and men. The eradication of the violence between women is a relevant condition for their individual and social development and their complete and equal participation in every sphere of life.
Every woman has the right to have a life free of violence, in the public area as well as in the private one. The woman has the right to be respected and to have all the liberties given by the regional and international instruments of human rights.
We all women have fundamental rights. People must respect our lives, our physic, psychological, and moral integrity, our freedom and our personal security. We have the right not to be tortured or murdered, have protection for our families, to be protected equally by law, freedom to associate, to have a religion, to have our own belief inside the law, to have the access to every public function, to participate in public affairs, including making important decisions.
 

The shelters National Network has asked to the government for some economical support for the shelters that are already in Peru and the ones that are being built, as well as to promote and help the construction of other shelters in Peru. The National Network just claim for our rights, because of our country has signed and is part of the international agreements like “the American convention about human rights, the universal declaration of the human rights, the deal of the civil and political rights, the deal of the economic, social and cultural rights, the world conference about human rights (Viena) the convention about the suppression of all the ways of violence against woman, the inter-American convention to prevent, punish and suppress the violence against woman.

RECARE has also raised the fulfillment and applicability of law 26260, in order that the shelters have the basic resources. We focus on chapter I, general dispositions, article 3, where it says: policy and action of the government: article E. e) to promote the active participation of organizations, and public entities of the central, regional and local level, as well as private institutions that are concerned about the protection of children, teenagers, adults, women, etc for the development of preventive and control labors about the execution of some procedures, as well as the support and treatment for violence and rehabilitation of the aggressors. In the article f: f.) to promote policy, prevention services programs, help and rehabilitation, like the defense of women, shelters, consultancy services, mutual help groups, children and teenager municipal defense, rehabilitation for aggressors, etc.
The state must fulfill the international agreements (conventions, pacts, letters) because if they are not applied with laws and actions, I will be like a greeting to the flag. We demand applicability.

To apply and budget the law 26260 by international cooperation in order not to get money from the national budget which are already destined.

To demand the public organism, the congress, the justice power, to call the organized and non organized women organizations in order to listen to their opinion, alternatives, suggestions, and when it’s about issues about children and women human rights.
The goods and buildings that are confiscated to the mafia and that are managed by COMABID (created by supreme decree N 029-2001-jus) have to be yielded to the existing refuges
The government should give all the facilities (medical, legal, housing, work services, etc) to the victims in risk.
To simplify the procedures of the sexual and family violence program MIMDES by delegating and summoning organizations and committed people with the defense of the children and women human rights, respecting their autonomy and help them make stronger through human and financial resources.
The international cooperation agency and MIMDES should manage and support RECARE and all the work that is done in order to get resources and harness RECARE.
Family and sexual violence should be considered in the penal and civil code as a criminal action and the aggressors should be punished.
One part of the national budget should be for shelters according to the law 26260. the international conventions will benefit thousands of women that are helped in the shelters in the whole peru and also the action programs against extreme poverty.
Shelters are the example of work that every professional woman, who is popular leader, has done in order to fight against the traumatic violence that they have lived for years in their communities. The first shelter was built in 1982, “the woman’s voice”, where a farmer women could see and feel the drama and pain of many women that were hit by their husbands that didn’t want to let them go to the meetings and some others that were hit and also raped who didn’t have a place where to run away from violence. This shelter was the first of many others that have been built in Peru. All of this has been possible because of women generosity is big and that really helped to consolidate the democracy of the country.
The professional and non professional woman, the student, the farmer women, the black women, the handicapped woman, they all are helping to solve the serious crisis of the country. That’s why it claims the government to listen to their voice and listen to their proposals before making any decision. Accepting its proposals will allow fortifying the governability and the democratic system where women and men are jeopardizes with our Country and peace.
Women have been part of history in the literature, in the every day action to improve their social lives and break the chains of discrimination and violence that affect them. We have clear examples in the history. One woman was silenced by patriarchs. Her name was Mercedes Cabello Carbonera (1845 1909), a writer from Moquegua, whose books are about the politic corruption and the social reality of that time. She was discriminated by the aristocratic society because at the time women were not allowed to give their opinion about any controversial topic. She sued all the corruption that there was in the government. Rosa Dueñas Morales built the first shelter in 1982. On March 07th, 1984 she founded the Municipal house of the woman that was closed in the period of Major Ricardo Belmont. In 1998 the first police office of women was started by bertha Gonzales de Belmont. The law 26260 was presented in the parlament by Lourdes flores nano. The ministerial resolution that includes social organizations in the “dialogue table” done by beatriz merino. In 2002, paulina arpasi, farmer woman from Puno got elected to be a congresswoman. All of these are some examples of the creative capacity of the Peruvian woman in their history and reality.
