The Giovanni Chronicle
Both the Camarilla and Sabbat objected (of course), but both were a bit busy dealing with each other, and could not spare the resources to take back the city at the time. There was some "token resistance" by both sides, but In the end both sects saw this as an opportunity. The Giovanni were strong enough at that point to keep either sect from retaking the city without a very high cost, and both were content that the other side wouldn't get their mitts on it. Plus, there were certain advantages to having a place where "special meetings" could take place, much like Berlin and Istanbul during the Cold War.
Currently, Don Marco Giovanni is running things, and he has kept a firm hand on the city. Not that there aren't the usual antagonists. The Camarilla maintains a strong presence, and the Sabbat is very active as well. There are a large number of independent Clan Kindred and a surprising number of Caitiff. The Anarchs are active in the city, but they generally maintain a quiet presence with the occasional "symbolic gesture" of their own.
And that's not even mentioning the Lupines, Fae, Magi, Sorcerers, and a host of others.
