The fighting forces mentioned are not (formally) part of the regular Frilandic or Hiverian military. However, they can cooperate with this or be hostile to it. Friland
Legal provisions regarding paramilitaries:Forming an association with legal intentions, including carrying a weapon, is permitted in Friland. If this group wishes to take on tasks that normally belong to the government, such as law enforcement or the use of force, the government must give explicit permission for this. The group in question must also be loyal to the authorities and be willing to cooperate with them. The group and its members are registered and must wear a clearly visible identification badge with a number, so that they are recognizable as a militia by both government and citizens. Any group that does not meet these conditions is illegal. Uniforms and other identifying marks may only be worn if they cannot be confused with those of government services and do not reflect an illegal or anti-democratic aim. For example, a group may wear clothing in certain colors or with a text or logo, but not a uniform that is too similar to that of, for example, the police or the military. Active in Friland: Civic guards Forming a civic guard requires permission from the government. The civic guard must adhere to the law and to the agreements made regarding its activities. It works closely with the police. Civic guards are usually temporary; they are established in response to extreme nuisance and/or crime and are dissolved again when the situation is under control. Militias and goon squads (Potentially) violent groups are closely monitored by the government. Examples of these are organized crime and groups with a radical political or religious motivation. For example, in 2011 the shire of Nurþland was shocked by violent confrontations between far left and far right gangs, who committed acts of vandalism, arson, intimidation and assault. Members of both gangs were convicted of membership of a criminal organization and the political parties RB and FUA, from whose youth sections the gangs emerged, received high fines. Active in East Walamark: Skadhar The Skadhar ("the Shadow Army") is a separatist combat group that wants to reconnect East Walamark, governed by Hiveria, with Friland. See here for more information. Active in Kumanga: FKL The Frilandisk-Kumanganiska Landwar (FKL, "Frilandic Kumangan Land Guard") is the defense force of the Frilandic autonomous region in Kumanga. See here for more information. Active in Tagaloa: MT The Misa Tuto'atasi (MT, "Fighters for Independence") strives for complete independence of East Tagaloa and annexation of Frilandic Tagaloa. See here for more information.
Fulkshar A fulkshar ("people's army") is traditionally a militia that is, usually temporarily, formed to defend the community against an outside threat. Generally in the absence of protection by a professional army or in addition to it. The army unit of the same name serves as an overarching authority in the management of these combat groups. Frilanders abroad sometimes form an independently operating fulkshar when they do not feel (sufficiently) protected by the government of the country in question. Some paramilitary groups, such as the Skadhar in East Walamark and the FKL in Kumanga, arose from a merger of these types of combat groups, but have developed into professional militaries. However, most fulkshar units consist of inexperienced civilians of various ages and backgrounds, often carrying improvised weapons and equipment. Altusa Altusa, derived from Alland Tulgiþsamskap ("International Security Collective"), is an internationally operating private military company (PMC). Altusa can be hired for, among other things, training staff, providing advice and intelligence, (armed and unarmed) security of persons, organizations, activities or locations, mine clearance and combating terrorism, piracy and poaching. The company is located in Kumanga and is therefore not subject to Frilandic law. In addition to its activities as a PMC, Altusa is active in the production of cement, building materials and food in that country. It also owns agricultural land in East Tagaloa. This gives the company a high degree of financial independence. Altusa regularly collaborates with the Frilandic military and with pro-Frilandic militias such as the Skadhar and the FKL. It is therefore accused of being under the direct command of the Frilandic government, which would use it with the possibility of plausible deniability to carry out actions with which it would rather not be associated. Altusa is also considered an unofficial Frilandic foreign legion, because the company employs many different nationalities. In addition to its training, intelligence and security departments, Altusa has the following battle groups, which are classified by connecting factors such as language or culture and named after the nom de guerre of their founder:
Hiveria Legal provisions regarding paramilitaries: Carrying a weapon, wearing a uniform and exercising government tasks such as law enforcement or the use of force is solely reserved for the government itself. The few exceptions to this have received explicit permission from the president. Clothing in a certain colour or with a text or logo is allowed, provided that no one can feel hurt or intimidated by it. Active in Hiveria: Civic guards With a handful of exceptions, civic guards are always illegal in Hiveria. They mainly exist in problematic neighborhoods in large cities, where the police have little authority and citizens sometimes unite out of necessity against crime and gang violence. The government believes these civic guards are undermining its authority and often considers them to be as criminal as the gangs they oppose. Militias and goon squads Most (potentially) violent groups in Hiveria belong to organized crime or have a radical political or religious motivation. Three violent groups are active in the overseas Esrayette: Esrayette Démocratique (ED, "Democratic Esrayette") considers Hiveria a dictatorship and demands new, fair elections. Esrayette Libre (EL, Free Esrayette) wants an independent state for the Berber population and the Islamic Front for the Liberation of al-Asra (al-jabhat al'iislamiat litahrir al-asra, الجبهة الإسلامية لتحرير الاسرا) wants to turn Esrayette (Arabic: al-Asra) into an Islamic caliphate. Active in East Walamark: Force d'Autodéfense (FA) The Force d'Autodéfense (FA, "Self-defense Force") is a loyalist combat group that wants to preserve East Walamark for Hiveria and fights Frilandic separatism there. Active in Kumanga: MRKH The Milice Régionale de Kumanga Hiverienne (MRKH, "Regional Militia of Hiverian Kumanga") is the defense force of the Hiverian autonomous region in Kumanga. Internationally active: Contrescarpe Contrescarpe ("Counterscarp"), named after a fortification term, is an internationally operating private military company (PMC) that has many similarities with Altusa and was founded to counterbalance this organization. Like Altusa, the company is based in Kumanga, where it has a stake in oil extraction. It usually acts in the interests of Hiveria and is therefore accused of being under the direct orders of the Hiverian government, which denies this but admits to sometimes using its services. Contrescarpe has many different nationalities within its ranks, which are placed in the following battle groups, named after the nom de guerre of their founder:
