Nearly all of the organizations mentioned are, to varying degrees, active in extortion, theft, receiving stolen goods, loan sharking, drug trafficking, human trafficking, prostitution, arms trafficking, organ trafficking, (contract) killing, money laundering, fraud, cybercrime, counterfeiting and other illegal activities. According to the police, they also generate legitimate income from businesses such as nightclubs, casinos, restaurants, breweries, garbage collection services and construction companies.

The Frilandic mafia calls itself drudskap (insiders) and its members are called drudan (confidants). The drudskap consists of several organizations (runherdan) with different bosses, territories and activities, which can be friendly, neutral or hostile to each other. Each runherd (secret herd) is named after the nickname of its boss, the fost (derived from fostarfader; foster father). The fost is assisted by a small number of witars (wise men/counselors). Under the fost are several fabros (uncles, derived from faderbroŝar; father-brother). Each fabro has a number of saigulan (clubs) under his command, who in turn lead a group of knaban (lads), who do the dirty work.
The fostan meet regularly to coordinate activities and prevent conflicts and border disputes between their runherdan. This is called the drudskapanmot (meeting of the insiders); its chairman is the haubid allar haubidan (head of all heads), a title inspired by the capo dei capi of the Italian Mafia. This is usually the fost of the most powerful runherd. Criminal organizations that are not part of the drudskap are sometimes also invited, usually to avoid or resolve conflicts.
The drudskap originated in 17th-century Medga, where gangs of robbers began to organize and coordinate their actions to be more effective. According to a more romanticized history, the first drudan were poor farmers who rebelled against the wealthy landowners who oppressed them. The money they stole was then distributed among the starving population. Contemporary drudan like to perpetuate this Robin Hood myth by donating money to charity.
Within the drudskap, a code of honor is observed, which must be followed under penalty of death: show absolute loyalty to your fost, treat other drudan and their families with respect, do not kill another drudan without permission from your fost, do not harm children, do not commit sexual offenses, do not discuss drudskap matters with the police or outsiders (not even about hostile runherdan) and in prostitution and drug dealing, one may only target adults.
The drudskap can be ruthless, but it tries to avoid unnecessary violence and prefers to remain as invisible as possible. It likes to operate in a gray area between legal and illegal activities. For example, the drudskap owns a surprising number of legitimate businesses, which it uses to launder money. It also uses these businesses to service other criminal organizations, naturally in exchange for a percentage of the laundered funds.

The gathundan (street dogs) are a loose association of criminal clans (sebjan or sibs/sippen), named after the head of their family. They are less professional than the drudskap and behave more opportunistically. They use their home cities as a base of operation and lack clearly defined territories, which frequently brings them into conflict with other criminal organizations. Since the rise of the much more violent hudskum, the gathundan have lost much of their power.

Hudskum is a reappropriation, derived from hudjanskum (hut scum, i.e. "trash from the slums"). This street gang is primarily active in the slums of large cities and consists largely of youngsters. The gang is divided into local groups called ŝrek (dirt/mob), each controlling its own territory. The size of this territory depends on the ŝrek's power; it can consist of several streets, a neighborhood, a city or a larger region. Sometimes ŝreks fight each other for territory. When this gets out of hand, they are called to order by higher-ups. These are men who wield enough power to force all ŝreks to obey. They maintain unity within the hudskum and determine its course.
Hudskum are recognizable by their dark hoodies and their hand gesture, in which they raise their index and middle fingers, and place the index finger of the other hand diagonally in front of them in the middle, forming the Hagal-rune (ᚺ); the "H" of hudskum (ᚺᚢᛞᛋᚲᚢᛗ). They also mark their territory with graffiti, usually consisting of an "ᚺ" with the name or initials of their ŝrek underneath. The gang is extremely violent, and the status of its members depends on their courage and cruelty. Hudskum refuse conflict-avoiding negotiations with other criminal organizations and are known for adhering to no boundaries or code of honor. They are therefore universally hated, even by other criminal organizations.

The largest and most powerful motorcycle club in Friland. Its name is derived from Ŝa Damniŝan (The Damned) and MH stands for mauhwelhaup (motorcycle club). Damniŝan is a merger of the five largest Frilandic outlaw motorcycle clubs (Gutan, Hunan, Wandalan, Malpikmeltars and Skaban), which allows them to hold their own against foreign clubs trying to gain a foothold in Friland. The Damniŝan reportedly respond to this with extreme violence and do not hesitate to attack anyone who joins or collaborates with such a club. According to the authorities, Damniŝan MH is a criminal organization, which the club itself denies.
The club is divided into kartugan (convoys), each claiming its own territory. The founders retained their original territory and now use their old name as the name for their kartug. Damniŝan members are free to ride any motorcycle of their choice, although there is a strong preference for choppers within the club, particularly Harley-Davidsons.

Wampir is the haubid allar haubidan (head of all heads) of the Frilandic mafia (drudskap) and the fost of the most powerful runherd in the country. He grew up in the Tawungsweŝ district of Riksgard, where he rose from a street urchin to become Friland's highest-ranking mafia boss.

Le milieu suburbain (the suburban underworld) is a collective name for very different organizations, which differ from the older milieu traditionnel in their more aggressive approach and decentralized organizational structure. They are strongly rooted in the banlieues (suburbs) and consist predominantly of disadvantaged young people with a migration background. The organizations range from large drug cartels and street gangs to small, opportunistic groups involved in fraud, burglary, or pickpocketing. They can be friendly, neutral, or hostile to each other.

The Banlieue Braddaz (Brothers from the Suburbs), often shortened to Braddaz, is a street gang that is sometimes considered to belong to the milieu suburbain, but differs from it in that it consists almost exclusively of young people of African-Hiverian background and concentrates on smaller territories, such as towns or city districts. The gang is divided into local groups called sets, each controlling its own territory, ranging in size from a few blocks to a neighbourhood or a city.
Braddaz can be recognized by their purple bandanas and their hand gesture, in which the right thumb and index finger form a circle, while the other fingers are held straight to form the "b" for braddaz. They also mark their territory with graffiti and purple paint.

The Pilat Pirates are so called because in their early days they exclusively rode Pilat Voitures motorcycles, although Harley-Davidson and other brands are now also permitted, preferably choppers. The Pilat Pirates are the largest and most powerful outlaw motorcycle club in Hiveria. Their arch-enemies are the Cobras Rouges (Red Cobras) and the Corsaires (Corsairs), who collaborate with foreign motorcycle clubs trying to gain influence in Hiveria. In Solaria and Kumanga, there is also a power struggle with the Frilandic Damniŝan MH.
The club is divided into chapitres (chapters), each claiming its own territory. According to the authorities, the Pilat Pirates are a criminal organization, a claim the club itself denies. In a statement on its website, pilatpirates.hiv, the club describes itself as "honest family men who tinker with motorcycles on weekends, go for a ride together, and end the day with a pleasant picnic."
