Increasing research and medical clinical observations are telling us that there are huge moral, criminal, educational and financial costs associated with dioxin and other endocrine disruptors. Diabetes alone costs $1.3 trillion for existing cases over their remaining, reduced functionality life span. Diabetes currently affects 6% of Americans; the number of cases are doubling each 10 years. Diabetes (6%), porphyria (9%), Thyroid-"Cognitive Deficits" and other endocrine disruptions will bankrupt both Social Security- Medicare and private health insurance. If one conservatively estimates the total of endocrine disruptions to 10% in year 2000 and doubles this figure each 10 years, every American will have an endocrine disruption approximately by the year 2033. Note that these conditions prevent people from serving in the military and prevent employment in many jobs. Endocrine disruption substances, like dioxin, are: 1. increasing gene damage to our children (direct damage and via P450 detox system overloading while associated metals suppress). 2. linked to the rapidly increasing number of cases of diabetes and related degenerative diseases which accelerate the aging process. 3. implicated in a situation that will lead to the bankruptcy of the federal and state governments due to the cost and lost productivity associated with diabetes, porphyria and thyroid conditions and "cognitive deficits" (ADD-ADHD) etc. Some of these substances like dioxin, cause disruption and subsequent damage at extremely low levels such as 1 part per trillion dioxin causing "Object learning-Cognitive Deficits-thyroid damage" in fetuses in the womb. These problems are national but the solutions are local. The solutions are to separate endocrine disruptors from people. Exposures are due to three sources that have solutions for stopping exposures: 1. Eliminate Reservoirs such as Hazardous Waste Sites. 2. Stop current (and future) generators of Endocrine Disruptors such as Incineration type units. 3. Phase out toxic "consumer" substances; start with the worst and work down the list. George C. Diabetes, thyroid damage-ADD-ADHD and liver problems-porphyria add up to over 10% of the population and all of these conditions are doubling about every 10 years as a group. Example Financial Costs, Diabetes Alone: Year Diabetes Cost Alone: 2000 $1.3 trillion (over remaining life of patient.) 2010 $2.6 trillion. " 2020 $5.2 trillion " (equal to the quoted Public Debt) 2030 $10.4 trillion. " The US EPA Endocrine Disruption Screening and Testing Advisory Committee has independent scientists who know we should ban incineration and ban about 5,000 of the existing 90,000 chemicals in use in the US. Page 4/ Briefing Book for Elected Officials DIOXIN Chlorine atoms have been attached to petroleum hydrocarbons, creating hundreds of chemicals which have been used to form pesticides, herbicides, solvents, plasticizers, wood preservatives, refrigerants, dyes and so forth. Dioxin refers to a group of 75 highly toxic chlorine chemicals that are primarily man made when chlorine chemicals are "burned;" dioxin occurs rarely, if ever, in nature. It is the strongest, most common of highly toxic endocrine disruptors that causes genetic damage (P450 Detox System) that leads to further genetic damage. TCDD (2,3,7,8 tetrachlorodibenzo-p-dioxin) is the most toxic chemical in the dioxin group and TCDD dioxin is the toxicity standard against which other dioxins are measured. When chlorinated hydrocarbons are processed in certain ways in a chemical plant, dioxins can be formed. It is important to know that dioxin is not make intentionally but dioxin is produced when chlorine and carbon substances are "burned" in oxygen (air) such as in chlorine contaminated sewage sludge incinerators or in boilers burning chlorine contaminated coal. Dioxin accumulation greatly increased in the environment after a science teacher named Dow invented a way to mass produce chlorine in (chloroalkal-mercury electrical cells) by splitting table salt into sodium and chlorine atoms in the year 1900. In laboratory tests on animals it was found to be thousands of times more gene damaging than other toxins. Before any danger of these chemicals was known to the public, million of pounds of chlorobenzene chemicals were made such as Polychlorinated Biphenyl electrical transformer oils. Dioxins are not water soluble but can be carried by oily mixtures. Dioxins are very volatile and when released, primarily in the air, attach to particulate matter and permeate through the environment. They are found virtually everywhere. The major human load of dioxin enters the body mostly through ingestion. Dioxins are highly stable and can take decades to break down in the environment and in the body. Dioxins are lipophilic, adhering to fat and accumulating in the body of animals greatly compounding- accumulating at the top of the food chain. According to the Environmental Protection Agency, every human has an amount of dioxin in their body at or near the level at which some effect will occur. Many of the first effects are neuropsychological like learning disorders -- "cognitive deficits." Other hormone disruptors are over 3,700 substances, like dioxin, that can mimic or interfere with the body's natural hormones and cause problems with reproduction, gender development, immune function, neurological development and behavior. They have been linked to hundreds of health problems, some so serious (reproductive and gender problems) that the integrity of the human race may be threatened. See attached list of effects of dioxin effects (including formaldehyde sensitivity, diabetes, porphyria, P450 detox system overload--which when combined with certain other chemicals can lead to Non-Hodgkins Lymphoma and soft cell cancer, birth defects, heart conditions). Effects occur at extremely low exposure levels---parts per quadrillion ---think of one/thousandths of a grain of salt in an Olympic size swimming pool. A threshold level for dioxin and similar substances, has not been found at which some effect will not occur. Dioxin multiples the effect of other toxins like formadehyde and heavy metals. Solutions: 1. Identify sources and reservoirs of dioxin and dioxin precusor chemicals like PCB's. Find unique ways to deal with every dioxin, chlorine chemical and/or heavy metal source/site with the goals of: 2.1 Stop the spread of dioxin ladened dust and any oil-water mixtures at high levels. 2.2 Plan and impliment ways to reduce dioxin levels to below 1 part per trillion, the level at which "Object Learning- cognitive deficits" have been noted on even short fetal exposure tests by researchers.
