While Duval County school officials had determined that 65 percent of 1994's ninth-graders ended up graduating last year, the percentage is just 48 under the new formula. Statewide, the graduation rate tumbles from 72 percent to 53 percent under the new calculation. The old formula inflates the results, Education Commissioner Tom Gallagher said.
