(c)(1) The commission may relinquish in the City of Downey the portion of Route 19 located between Gardendale Street and Telegraph Boulevard within the city, upon terms and conditions the commission finds to be in the best interests of the state.
(2) A relinquishment under this subdivision shall become effective immediately following the commission's approval of the terms and conditions of the relinquishment.
(d) This section shall become inoperative on the effective date of the relinquishment described in subdivision (c) and as of January 1 following that date is repealed. (319)
