               To uphold the equal human dignity God has bestowed upon the natives of Dumagat as IPA enjoins their active growth in physical, cultural, economic, political, and spiritual life towards the formation of Basic Ecclesial Community.
MISSION
OBJECTIVES

1. To unite the native sectors and Church faithful in order to create a brotherhood that is full of trust, love and understanding amidst differences.

2. To form a realistic program that will bring the natives to a brighter tomorrow in peaceful, green and developed community while preserving their ancestral land.
3. To gather, enrich and apportion the culture of the Dumagat among the tribes in cooperation with the Church and the natives for the integrity of their culture.

4. To support the education of the natives by establishing a school for them and by creating a program that will benefit them.

5. To improve the natives' community with respect to their culture from their ways of healing, herbal medicine, and tribal mentality with regards to cleanliness and health.

6. To develop their manner of governing that embodies a modern system established, trustworthy, and native-oriented politics that will enable the Dumagats make their own decisions.

7. To be companions of the Dumagats in their aim to keep, restore and continuously develop their land by way of planting trees, guarding the forest and water reservoir from those who lay waste, henceforth, sustaining the natural resources for future generations.

8. To give alternative works for the natives amidst their poverty and to enrich nature that was abused and destroyed. Such works include those that respect their culture: farming, slash and burn, wood crafting, fishing, planting fruit-bearing tress, and others.

9. To accumulate enough funds for the programs and projects by receiving donation, income-generating projects, funds from different institutions of the government, the Church or NGO, and other kinds of fund-raising campaigns.

10. To bring Christ to the natives after a free, intelligent and full affirmation of the study regarding the recognition of their rights on their ancestral land, integrity of culture and individual decision.
