Roger S. Cohen
Roger S. Cohen is an economist specializing in issues of state tax and fiscal policy. He has been the Director of Fiscal Studies for the New York State Senate Minority Conference, Chief Economist of the New York Legislative Tax Study Commission, and a consultant for the Kentucky Revenue Cabinet. Dr. Cohen is a graduate of the University of Michigan and holds a Ph.D. in Public Finance Economics from the University of North Carolina at Chapel Hill. He has lectured at the State University of New York, the University of Mississippi, and North Carolina State University.


Edward J. Dodson
Edward J. Dodson is a Senior Housing & Community Development Business Manager, employed by Fannie Mae and working out of the company's Eastern Business Center office in Philadelphia. He has been with Fannie Mae since 1984 in various capacities. He also has managed the residential mortgage lending program from a large, regional commercial bank. Mr. Dodson is the author of a 3-volume work titled The Discovery of First Principles (2002, iUniverse). He is a graduate of Shippensburg and Temple Universities in Pennsylvania.

Ted Gwartney
Ted Gwartney is head of the Assessment Department of the City of Greenwich. He joined the City's Assessment team in 2003 after heading up a reassessment of all properties in the City of Bridgeport.

Mr. Gwartney was formerly Executive Director of the Robert Schalkenbach Foundation, located at 149 Madison Avenue, Suite 601, New York, NY 10016. The Foundation is a publisher and research institute concerned with economic, land, fiscal and social reforms. He is also President of the American Journal of Economics and Sociology and a Professor in the Department of Law at Baruch College in New York City. His background includes professional training and experience as a property assessment consultant for many cities around the world. He holds the professional designation, MAI, in Real Estate Appraisal.

Over the last ten years, Mr. Gwartney has made numerous trips to Russia to consult with government officials on real estate valuation and taxation. He is a Director of the Land & Public Welfare Foundation headquartered in St. Petersburg, Russia.
